【 Construction Scale and Content 】 The project will be constructed in two phases: Phase 1: a high-end universal MLCC production line, with a monthly production capacity of 15 billion pieces after reaching capacity. The second is to build high-level material research and development centers and pilot lines. Focus on the research and development of ceramic dielectric material systems based on tantalum niobium doping or composites, and develop special capacitors with ultra-high dielectric constant, ultra-low loss, and high reliability. Three slow construction of wet smelting and preparation production lines for high-purity electronic grade tantalum niobium oxide, carbonate and other precursors. Phase 2: One is the special high-end MLCC production line, forming a monthly production capacity of 3 billion units of ultra-high capacity, automotive grade (AEC-Q200), military grade and other high value-added capacity. The second is the whole industry chain R&D and testing center. The upgraded R&D center is a provincial or State Key Laboratory, equipped with a full set of equipment from micro analysis of materials to extreme environmental reliability testing of devices, and has become an industry technology benchmark. 【 Reasons and Conditions for Construction 】 This project aims to seize the opportunity of domestic substitution and enter the high gross profit automotive, AI, and military electronics fields; Extend upstream key materials and break the monopoly of overseas technology. The development of Fujian's new materials industry is accelerating, with increasing industrial clustering effects, gradual improvement of the innovation system, and continuous enrichment of new material varieties. A group of leading backbone enterprises has been cultivated, including CATL, San'an Optoelectronics, Wanhua Chemical (Fujian), Xiamen Tungsten, Fuyao Glass, Tsingshan Group, Zijin Mining Group, Highsun Group, and Eversun Group. Leveraging the driving role of these leading enterprises, Fujian has established a number of distinctive new materials clusters with certain influence domestically and internationally, focusing on optoelectronic information materials, advanced chemical materials, new energy materials, advanced non-ferrous metal materials, rare earth new materials, stainless steel, and advanced textile functional materials. 4 industrial clusters have been selected as national-level characteristic clusters for small and medium-sized enterprises: the Fuzhou Changle Textile New Materials Cluster, the Shaowu Fluorine New Materials Cluster, the Jinjiang Sports Shoes Raw and Auxiliary Materials Cluster, and the Wuping Display Module and Material Manufacturing Cluster. The Ningde Wanwu Stainless Steel Industrial Park has been recognized as a national-level new industrialization demonstration base.
