II.The main content of the project: The project is located in Baita Township Rural Revitalization Industrial Park (Sanbao Lot) in the southwest of Baita Township, Luoyuan County, adjacent to Shenhai Expressway and National Highway 104, adjacent to Danyang Township, Lianjiang County, 65 kilometers from Fuzhou, 20 kilometers from Luoyuanwan Port District, and 25 kilometers from Jiaocheng District, Ningde City, with superior location, transportation and other conditions. The total construction area of the project is about 530,000 cubic meters, and it is planned to build production workshops, raw material warehouses, finished goods warehouses, comprehensive office buildings, dormitory buildings, roads, greening, public facilities and other supporting facilities. After the completion of the project, it is expected to introduce more than a dozen stainless steel deep processing enterprises or several large enterprises.

Electronics and Information Technology
In 2025, the value-added of above-designated-size electronics and information technology manufacturing in Fujian Province increased by 13.6%, achieving an operating revenue of RMB 108.54 billion. The industry scale ranks 7th nationwide. A favorable development momentum has been formed in sub-industries such as integrated circuits, new display technologies, LEDs, computers and network communication equipment, and lithium-ion batteries. The output value of clusters like integrated circuits and optoelectronics, as well as the lithium-ion battery industries, exceeds RMB 200 billion. 12 enterprises with revenues exceeding RMB 10 billion have been cultivated, including CATL, Amperex Technology Limited, Dell, AUO, TPV Technology, San'an Optoelectronics, Tianma Microelectronics (Xiamen), Hongfa Electroacoustic, Hithium, Ruijie Networks, and Fuzhou BOE Optoelectronics Technology. The province boasts 5 national-level new industrialization demonstration bases for the electronic and information industry, including Xiamen Torch High-Tech Industrial Development Zone, Fuqing Rongqiao Economic & Technological Development Zone, Fuzhou Economic & Technological Development Zone, Yunxiao Yunling Development Zone, and Putian High-Tech Industrial Development Zone.
The development of Fujian's new materials industry is accelerating, with increasing industrial clustering effects, gradual improvement of the innovation system, and continuous enrichment of new material varieties. A group of leading backbone enterprises has been cultivated, including CATL, San'an Optoelectronics, Wanhua Chemical (Fujian), Xiamen Tungsten, Fuyao Glass, Tsingshan Group, Zijin Mining Group, Highsun Group, and Eversun Group. Leveraging the driving role of these leading enterprises, Fujian has established a number of distinctive new materials clusters with certain influence domestically and internationally, focusing on optoelectronic information materials, advanced chemical materials, new energy materials, advanced non-ferrous metal materials, rare earth new materials, stainless steel, and advanced textile functional materials. 4 industrial clusters have been selected as national-level characteristic clusters for small and medium-sized enterprises: the Fuzhou Changle Textile New Materials Cluster, the Shaowu Fluorine New Materials Cluster, the Jinjiang Sports Shoes Raw and Auxiliary Materials Cluster, and the Wuping Display Module and Material Manufacturing Cluster. The Ningde Wanwu Stainless Steel Industrial Park has been recognized as a national-level new industrialization demonstration base.
In 2025, Fujian Province had 501 above-designated-size metallurgical enterprises, achieving an operating revenue of RMB 774.28 billion, a growth of 4.3%. Industries like steel, aluminum, copper, and tungsten have largely formed a development pattern driven by leading enterprises. They are mainly distributed in Ningde, Longyan, Fuzhou, Xiamen, Zhangzhou, and Sanming. Enterprises such as Tsingshan Group, Zijin Mining Group, Fujian Great Donghai Corporation, Sansteel Group, Sanbao Group, Xiamen Tungsten, Baosteel Desheng Stainless Steel, China Copper Southeast Copper, Nanping Aluminum, Hongwang, and Yongjin have revenues exceeding RMB 10 billion. Fujian's advantageous metallurgical products hold significant positions domestically. Production of stainless steel, tungsten processed materials, and cathode materials for consumer electronic lithium batteries ranks first nationwide. The quality of products like ultra-fine grain cemented carbide rods, double-zero aluminum foil, and high-performance rare earth magnetic materials reaches internationally advanced levels. The output value of high-value-added products such as cold-rolled thin steel sheets, stainless steel plates and strips, aluminum profiles for IT products, special-purpose pipe fittings, and precision accessories accounts for over 40% of the province's total, with product quality reaching internationally advanced levels.
Green Building Materials and Smart Home Furnishing
In 2025, Fujian Province had 2,386 above-designated-size building materials enterprises, achieving an operating revenue of RMB 278.76 billion. Fujian's building materials industry mainly consists of 5 key sub-industries: stone, architectural ceramics, sanitary ceramics, cement and products, flat glass and products, along with over 20 other sub-industries such as wall materials and other non-metallic mineral products. Key enterprises include Fuyao Glass, Jomoo Group, Zhangzhou Kibing, Fujian Cement Inc., China Resources Cement, Jinniu Cement, Hongshi Cement, Guoxing Tiles, Baoda Building Materials, Huatai Group, Wanli Stone, Yingliang Stone, and Pengxiang Industrial. Currently, Fujian ranks 1st nationwide in automotive glass production, Top 3 in ceramic tile and stone slab production, 4th in sanitary ceramics production, and 14th in cement production.
