【Construction Scale and Content】The project covers a total area of 35 mu, primarily involving the construction of production workshops, laboratories, engineering research centers, office buildings, and related supporting facilities. Advanced production equipment will be procured, including cutting machines, edge polishing machines, cleaning machines, vacuum coating machines, screen printing machines, film thickness testers, resistance testers, and infrared thermal imagers. The facility will achieve an annual production capacity of 120 million pieces of superlattice semiconductor high-performance glass products. 【Rationale and Conditions for Construction】Under the vision of carbon neutrality, China's energy transition is moving toward electrification of the energy system, with electric heating widely applied across the national economy. Superlattice semiconductor nano-electrothermal film heating glass, as a new type of electric heating material, significantly improves heating efficiency, reduces energy consumption and emissions, aligns with national clean energy and environmental protection policies, and supports optimization and upgrading of the energy structure, offering broad market potential. Currently, modern machinery and equipment enterprises such as Xinchengyu, Yutian Auto Parts, Ips, Tianbian Intelligent Equipment, and Gongfu Industry, along with numerous information technology companies from the Guangdong-Hong Kong-Macao Greater Bay Area—including Sheinkai, Weiwang Electronics, Tongrun United, Shennan Optoelectronics, Zhongchu Electronics, and Tianshu Optoelectronics—have already established operations in Wuping High-Tech Industrial Park, laying a solid foundation for this project. The project complies with the encouraged categories outlined in the National Development and Reform Commission’s “Guidance Catalogue for Industrial Structure Adjustment (2024 Edition)” and local industrial policies, and its implementation will help enterprises expand their high-end product scale and optimize regional layouts.

The development of Fujian's new materials industry is accelerating, with increasing industrial clustering effects, gradual improvement of the innovation system, and continuous enrichment of new material varieties. A group of leading backbone enterprises has been cultivated, including CATL, San'an Optoelectronics, Wanhua Chemical (Fujian), Xiamen Tungsten, Fuyao Glass, Tsingshan Group, Zijin Mining Group, Highsun Group, and Eversun Group. Leveraging the driving role of these leading enterprises, Fujian has established a number of distinctive new materials clusters with certain influence domestically and internationally, focusing on optoelectronic information materials, advanced chemical materials, new energy materials, advanced non-ferrous metal materials, rare earth new materials, stainless steel, and advanced textile functional materials. 4 industrial clusters have been selected as national-level characteristic clusters for small and medium-sized enterprises: the Fuzhou Changle Textile New Materials Cluster, the Shaowu Fluorine New Materials Cluster, the Jinjiang Sports Shoes Raw and Auxiliary Materials Cluster, and the Wuping Display Module and Material Manufacturing Cluster. The Ningde Wanwu Stainless Steel Industrial Park has been recognized as a national-level new industrialization demonstration base.
