【Construction Scale and Content】The project covers a planned land area of 300 mu (approximately 20 hectares), to be developed in two phases. Phase I involves an investment of approximately 2.5 billion RMB, utilizing 200 mu of land, and will adopt a globally pioneering air oxidation method to establish a production line with an annual capacity of 250,000 tons of iron phosphate. Upon full operation, the expected annual output value is 2.5 billion RMB, generating tax revenue of 100 million RMB. Phase II plans an investment of about 1.5 billion RMB, adding another 100 mu of land and increasing production capacity by 250,000 tons, bringing total capacity to 500,000 tons annually. The projected annual output value will reach 5 billion RMB, with tax revenue of 200 million RMB. 【Rationale and Conditions for Development】Shanghang has established a complete industrial chain loop from "lithium resources → cathode materials → battery cells → energy storage applications → recycling and regeneration." By developing iron phosphate as a precursor material, the industry can further extend upstream, enhancing cost control and supply stability for lithium iron phosphate cathode materials. This will significantly reduce transportation and procurement costs across intermediate stages and strengthen the resilience of the supply chain. Leveraging Fujian Youli New Energy's annual processing capacity of 20,000 tons of waste lithium iron phosphate batteries, which will serve as raw material for iron phosphate production, enables efficient circular utilization of urban mining resources.

The development of Fujian's new materials industry is accelerating, with increasing industrial clustering effects, gradual improvement of the innovation system, and continuous enrichment of new material varieties. A group of leading backbone enterprises has been cultivated, including CATL, San'an Optoelectronics, Wanhua Chemical (Fujian), Xiamen Tungsten, Fuyao Glass, Tsingshan Group, Zijin Mining Group, Highsun Group, and Eversun Group. Leveraging the driving role of these leading enterprises, Fujian has established a number of distinctive new materials clusters with certain influence domestically and internationally, focusing on optoelectronic information materials, advanced chemical materials, new energy materials, advanced non-ferrous metal materials, rare earth new materials, stainless steel, and advanced textile functional materials. 4 industrial clusters have been selected as national-level characteristic clusters for small and medium-sized enterprises: the Fuzhou Changle Textile New Materials Cluster, the Shaowu Fluorine New Materials Cluster, the Jinjiang Sports Shoes Raw and Auxiliary Materials Cluster, and the Wuping Display Module and Material Manufacturing Cluster. The Ningde Wanwu Stainless Steel Industrial Park has been recognized as a national-level new industrialization demonstration base.
