Fuzhou Hosts Provincial Conference on Integration of "Four Chains" in County-Level Key Industrial Chains

On February 25, a provincial conference to advance the integration of the "Four Chains" within key county-level industrial chains was held in Minhou County, Fuzhou. Governor Zhao Long attended and delivered a speech. He emphasized the need to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the important speech delivered by General Secretary Xi Jinping during his inspection in Fujian. The focus should be anchored on the province's industrial development goals for the 15th Five-Year Plan period. Efforts must persist in deepening the development of key county-level industrial chains through "Four Chains" integration, leveraging the tripartite synergy of entrepreneurs, scientists, and investors. This approach aims to harness the initiative and creativity of all stakeholders, accelerate the building of the "555X" industrial clusters, and solidify the industrial foundation for the new Fujian development with advanced manufacturing. Guo Ningning, Deputy Secretary of the CPC Fujian Provincial Committee and Secretary of the CPC Fuzhou Municipal Committee, delivered opening remarks. Vice Governor Lin Ruiliang presided over the conference, and Kang Tao, a member of the Fujian Provincial People's Government's Party Leadership Group, was present.

Governor Zhao Long pointed out that in recent years, under the leadership of the CPC Fujian Provincial Committee, the entire province has taken proactive and determined actions to promote the high-quality development of key county-level industrial chains. The working mechanisms have become more robust, industrial clustering effects have become prominent, "Four Chains" integration has steadily progressed, support platforms have been continuously strengthened, and key industries have developed with renewed vigor and improved quality. He stressed that this year marks the beginning of the 15th Five-Year Plan period. It is essential to observe the broader landscape, discern trends, and understand the prevailing situation with a strategic vision. This involves deeply grasping the momentum of the technological revolution and industrial transformation, the development trend of advanced manufacturing, and the convergence of intelligent, green, and integrated development. By accurately assessing the situation, acting in accordance with the trends, and seizing opportunities, Fujian should strive to be a pioneer in the technological revolution, a promoter of "Four Chains" integration, a participant in the tripartite synergy, and a practitioner of high-quality development, forging new paths in deeply integrating technological innovation with industrial innovation. A systematic approach should be adopted to deepen the development of key industrial chains. Efforts must focus on nurturing leading enterprises in a targeted way, implementing actions to cultivate and strengthen them, and promoting SMEs with specialized and sophisticated technologies for novel and unique products, fostering a vibrant landscape where all sectors thrive. At the chain level, the focus should be on strengthening chains that are already relatively complete, supplementing chains with missing links, and extending chains that are currently short, thereby forming a development pattern where links connect like beads on a string, with upstream and downstream sectors collaborating effectively. At the cluster level, the priority is to accelerate the formation of the "555X" industrial clusters, advancing in tandem the standardization of industrial parks, the redevelopment of inefficient land use, and targeted investment promotion along the industrial chains. This will accelerate a dynamic development pattern characterized by trillion-yuan pillars, hundred-billion-yuan enhancements, and ten-billion-yuan momentum. The tripartite synergy of entrepreneurs, scientists, and investors should be leveraged to promote "Four Chains" integration. Fully utilizing the primary role of entrepreneurs, the pioneering spirit of scientists, and the enabling function of investors is crucial. These groups should act as the main force, vanguard, and pioneers in key industrial chain development, supporting and cooperating with each other for mutual benefit and shared success, fostering a positive environment where "enterprises pose challenges, research provides solutions, and capital offers support".

Governor Zhao Long emphasized that government departments at all levels must firmly establish and practice a correct view of performance. They should uphold a style of seeking truth from facts and being pragmatic, strengthen coordination, improve mechanisms, tailor measures to local conditions, persevere with long-term efforts, dare to confront challenges, and enhance their capabilities to ensure the "Four Chains" integration work is carried out thoroughly, meticulously, and effectively. The mechanism of "Four Smooth and Timely Services" in serving enterprises should be deepened, continuously fostering a market-oriented, law-based, internationalized, and convenient business environment. This will facilitate faster and more direct policy delivery, enable policies to be enjoyed without application where possible, and ensure all entitled benefits are fully received, thereby pooling strong synergy to support the development of key industrial chains.

Representative guests delivered speeches at the conference, including Robin Zeng, Chairman of CATL; Zou Laichang, Chairman of Zijin Mining Group; Chen Jianlong, Chairman of Highsun Group; Zhang Rong, Academician of the Chinese Academy of Sciences and Secretary of the CPC Committee of Xiamen University; Yu Jianyong, Academician of the Chinese Academy of Engineering and Professor at Donghua University; Wu Minghong, Academician of the Chinese Academy of Engineering, President & Secretary of the CPC Committee of Fuzhou University; Lü Jiajin, Chairman of Industrial Bank; Cai Mingpo, Chairman of Cathay Capital, France; and Zhu Yonghua, Founding Partner of Meituan Longzhu Fund. The conference was held in a "main venue + video conference" format and included on-site inspections, thematic lectures, and "Four Chains" integration matchmaking activities.
