2026 Forum for Private Sector Representatives Convenes in Fuzhou

Zhou Zuyi Delivers a Speech; Zhao Long Presides; Teng Jiacai, Guo Ningning Attend

On February 24, the first working day following the Chinese New Year holiday in the Bing-Wu Year (Year of the Horse), the CPC Fujian Provincial Committee and Fujian Provincial People’s Government held the Forum for Private Sector Representatives in Fuzhou. This marks the sixth consecutive year such a forum has been held as the “first meeting of the new spring.” Provincial leaders and private entrepreneurs gathered to jointly study and implement General Secretary Xi Jinping's important expositions on the development of the private economy. The forum focused on researching measures to promote the healthy and high-quality development of the private economy, stimulating strong momentum for a “strong start”, and encouraging and supporting private enterprises and entrepreneurs across the province with a clear stance, genuine respect, and concrete measures. The aim is to bolster their confidence, boost morale, and inspire them to strive for excellence, thereby contributing to a good start for the 15th Five-Year Plan period and composing a new chapter in the construction of a new Fujian on the new journey. Zhou Zuyi, Secretary of the CPC Fujian Provincial Committee and Chairman of the Standing Committee of the Fujian Provincial People’s Congress, attended and delivered a speech. Teng Jiacai, Chairman of Fujian Provincial Committee of the Chinese People’s Political Consultative Conference, and Guo Ningning, Deputy Secretary of the CPC Fujian Provincial Party Committee and Secretary of the Fuzhou Municipal Party Committee, were also in attendance.

At the forum, entrepreneur representatives, including Xu Qingliu, Lin Zhiguo, Huang Danqing, Wu Kaiting, Huang Shenghui, Wu Xiaohang, Yang Ziming, Zheng Binbiao, Jiang Cunlong, Lan Shuisheng, Wei Tengxiong, Chen Jianjing, Zhu Dongxuan, Wang Mengjun, Li Mingfeng, and Lin Junsheng, spoke successively. They shared their enterprises’ development journeys and achievements, discussed industry trends, development prospects, and corporate plans, and offered proactive and pertinent opinions and suggestions. After listening to the presentations, Zhou Zuyi instructed relevant departments to promptly compile, summarize, actively study, and incorporate these inputs to continuously improve and enhance their work.

Zhou Zuyi stated that the private economy is a key feature, advantage, and source of vitality for Fujian’s development. The fruitful achievements in building a new Fujian during the 14th Five-Year Plan period embody the wisdom and hard work of the broad spectrum of individuals in the private economy. Over the past year and throughout the 14th Five-Year Plan period, everyone has actively engaged in the main battlefield of building a new Fujian, forging ahead through challenges, growing stronger amidst tests, pursuing innovation and transformation, bravely undertaking responsibilities, and enthusiastically participating in public welfare. This has further elevated the status of Fujian’s private economy within the province’s overall economic and social development. On behalf of the CPC Fujian Provincial Committee and Fujian Provincial People’s Government, Zhou Zuyi expressed sincere gratitude and high respect to the entrepreneurs present and all private sector individuals across the province.

Zhou Zuyi pointed out that the 15th Five-Year Plan period presents broad prospects and great potential for the development of Fujian’s private economy, making it an opportune time for private enterprises and entrepreneurs to fully demonstrate their capabilities. He expressed hope that everyone would bear in mind their entrusted mission, drawing confidence from the care and concern General Secretary Xi Jinping and the CPC Central Committee have for the development of the private economy, from the bright prospects of Fujian’s 15th Five-Year Plan development, and from the deepening implementation of the strategy to build a strong province with a thriving private economy in the new era. He urged them to carry forward the entrepreneurial spirit and the spirit of Fujianese merchants in the new era, striving for excellence in study, daring to be pioneers in action, and competing for effectiveness through solid work, to collectively strive for excellence in the development of Chinese modernization. First, we must stay committed to forging strong cohesion and striving to be pioneers with aspirations to contribute to the nation. We should always maintain our fundamental stance of loyal patriotism and follow the practical path of serving the country through solid work. We will firmly uphold the “Two Establishments” (establishment of both Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole) and resolutely achieve the “Two Upholds” (upholding General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole, and upholding the Central Committee’s authority and its centralized, unified leadership.). It is essential that we integrate our enterprise development into the grand blueprint of building a new Fujian, writing a private enterprise answer sheet worthy of this era with tangible results. Second, we should stay committed to honing our internal strength and strive to be pioneers focused on development. This means adhering to and excelling in our core businesses to climb “higher”, while addressing weaknesses to achieve “innovative” breakthroughs and following trends to upgrade towards “green” development. We must foster an awareness of building century-old enterprises, promote the craftsman spirit, and strengthen technological innovation with undivided attention. Our focus should be on refining products, improving quality, and strengthening brands, while also promoting technological innovation, product breakthroughs, and market expansion overseas to build resource-saving and environmentally friendly enterprises. Third, it is important for everyone to stay committed to strengthening our foundations and strive to be steadfast practitioners who operate within the law and excel in management. We must uphold development through law compliance, win markets with integrity, and enhance efficiency through governance. Entrepreneurs should always operate their enterprises according to laws and regulations, conduct business openly and aboveboard, and promote the spirit of contract. By accelerating the establishment of modern enterprise systems, we can empower high-quality development with efficient governance. Fourth, everyone should stay committed to balancing righteousness and benefit, striving to be contributors who achieve prosperity first and then promote common prosperity. This involves fulfilling social responsibilities, participating in philanthropic and charitable endeavors within capabilities, and actively engaging in initiatives like Fujian-Ningxia cooperation, aid programs to Xizang and Xinjiang, and mountain-sea coordination. We can contribute to narrowing regional disparities and urban-rural gaps. In this way, we embody the principles of being prosperous with responsibility, righteousness, and compassion.

Zhou Zuyi emphasized that serving and safeguarding the development of private enterprises is the inherent duty of the CPC Committees and people’s governments. All departments at all levels across the province must firmly establish and practice a correct view of political performance, build a new type of cordial and clean relationship between government and business, further enhance service awareness, improve service efficiency, and refine service conduct. They should act as “running mates”, “attendants”, and “guardians” for enterprises, holding umbrellas against the rain, building roads and bridges, and offering encouragement and support. The goal is to fully support everyone in accelerating their pace and achieving excellent results, truly enabling the broad spectrum of private enterprises and entrepreneurs to have a greater sense of gain and achievement.
