At the beginning of the new year, the Zhongzhou New Materials project is undergoing interior finishing and completion of auxiliary works, while the China Railway Construction Corporation Bamboo-Based Zero-Carbon Industrial Park has completed the main steel structure construction of its factory buildings... A series of industrial chain projects characterized by large scale, high quality, and strong driving force have been successively implemented and yielded results, serving as vivid examples of Sanming City's efforts to promote the high-quality development of key county-level industrial chains.

Since last year, Sanming City has earnestly implemented the CPC Fujian Provincial Committee and Fujian Provincial People's Government's deployment regarding advancing the high-quality development of key county-level industrial chains. It has strengthened policy guidance and factor support, continuously improved the "Six Ones" working mechanism (a single entry point, a unified channel, a standardized process, a consolidated record system, a designated supervisor, and a consistent feedback and evaluation framework), accelerated the deep integration of the "Four Chains" (the industrial chain, innovation chain, capital chain, and talent chain), and promoted the coordinated, differentiated, and clustered development of county-level industrial chains, striving to create a new engine for county-level economic development.

Building key county-level industrial chains is a crucial lever for enhancing industrial quality and efficiency. Sanming City focuses on establishing and refining working mechanisms. It has formed a dedicated task force led by the city's top government official as the head, with deputy leaders as deputies, and comprising relevant county (city, district) and municipal departments as members, tightening and solidifying responsibilities across all parties. Centered around 22 key county-level industrial chains, it has refined the "Six Ones" implementation mechanism. At the municipal level, policies such as Several Measures to Promote Industrial Quality and Efficiency Enhancement in Sanming have been issued, while counties have concurrently introduced detailed supporting measures, forming a working pattern of "municipal-level coordination, county-level implementation, and departmental collaboration". At the same time, the development of key industrial chains has been incorporated into the city's "Four Leads and One Promotion" work plan (leading industrial development, leading technological innovation, leading green development, and leading social governance; promoting employment and social security) by the CPC Sanming Municipal Committee and Sanming Municipal People's Government. It strengthens the construction of Shaxian District and Youxi County as provincial pilot counties (districts) for key county-level industrial chains, using these points to drive progress across the entire city's county-level industrial chain development.

Under the protection of these mechanisms, the strength of the city's county-level industries has steadily improved, with development quality and efficiency continuously trending positively. Currently, county-level industrial chain output accounts for over seventy percent of the city's industrial output from enterprises above the designated size. The engineering equipment parts industrial cluster in Sanyuan District and the biomedicine industrial cluster in Mingxi County have successfully been recognized as provincial-level characteristic industrial clusters for small and medium-sized enterprises, amplifying the agglomeration effect of characteristic industries. Using the integration of the "Four Chains" as a focal point, the city has held more than 100 county-level matchmaking events for the integration of the "four chains" in key county-level industrial chains, attracting participation from more than 3,000 enterprises, matching 293 supply-and-demand projects, and reaching product sales intentions amounting to RMB 7.967 billion. This has effectively cleared production-sales connection bottlenecks, broadened market space, and accelerated county-level industries to accelerate their transformation from dispersed layouts toward cluster formation.

Projects are the core pillar for industrial development. Sanming City has deepened its "Major Project Planning" initiative, establishing a "One Map, Two Databases" system for its industrial chains. Building upon the development foundations and resource endowments of 11 distinctive industrial chains, the city focuses on extending, strengthening, and supplementing these chains around leading enterprises and backbone firms. It is rolling out 406 key annual projects to solidify the industrial foundation through project construction. Simultaneously, the city has refined its targeted investment attraction mechanism, issuing guidelines for attracting investment into its distinctive industrial chains and releasing a list of 119 industrial supply and demand items. By concentrating on what enterprises "possess" and "require", Sanming conducts targeted investment promotion and business-led referrals, injecting strong momentum into the sustained growth of its county-level economies.

To ensure the stable and long-term development of its industrial chains, the city is accelerating the improvement of its "6+1" scientific innovation platform system. It is enhancing the public R&D service capabilities of platforms such as the Haixi (Fujian) Institute, China Academy of Machinery Science & Technology Group, driving the aggregation of innovative resources like talent, technology, and projects towards these platforms. The semi-synthetic process project for the anti-cancer raw material drug Vincristine by South Pharmaceutical has been selected as a provincial-level key technological innovation and industrialization project. Financial empowerment has become more precise: measures related to improving the quality and efficiency of financing services for private and small-micro enterprises have been introduced; a financial science and technology specialist service team has been formed; innovative financial products such as "Sci-Tech Specialist Loan" and "Technology Loan" have been created; a RMB 5 billion Xingming Equity Investment Fund is being established; a RMB 2 billion medical industry investment fund has been jointly set up with Shanghai State-owned Capital Investment; and 11 municipal industrial funds have cumulatively completed industrial investments of RMB 1.735 billion, providing ample financial support for enterprise development. Talent support has grown stronger: over 50 events such as "One Industry, One Academician, One Team" and "Double Recruitment and Double Introduction" think-tank expert Sanming visits have been held, precisely matching over 600 talent and technology needs; Qingliu County has been selected as one of four pilot counties in the province receiving support from the provincial key industrial chain specially-appointed expert team, empowering industrial upgrading with intellectual expertise.
