From a press conference held by the Information Office of the Fujian Provincial People’s Government on February 3, it was learned that during the “15th Five-Year Plan” period, Fujian Province will focus on the “555X” industrial clusters—targeting a development pattern characterized by trillion-yuan pillars, hundred-billion-yuan enhancements, and ten-billion-yuan momentum—to implement seven major actions. These include: strengthening and upgrading key manufacturing industries, driving innovation and development in emerging industries, fostering and developing future industries, extending specialized and high-end producer services, upgrading high-quality and diversified consumer life services, enhancing distinctive modern agriculture, and strengthening modern infrastructure.

Under the action to strengthen and upgrade key manufacturing industries, Fujian will consolidate and elevate pillar sectors such as electronic information, modern chemicals, advanced equipment manufacturing, and modern textiles and footwear. It will also enhance the efficiency and iteration of distinctive advantageous industries, including food processing, new metallurgy, green building materials, and specialty light industries, accelerating the development of a strong manufacturing province. In 2025, Fujian’s passenger vehicle exports reached RMB 114.1 billion, marking a year-on-year increase of 68.1%. Building on an average annual growth rate of 60.7% in automobile exports over the past five years, vehicles “Made in Fujian” will further accelerate their expansion into global markets during the “15th Five-Year Plan” period.

The action for innovation and development in emerging industries will continue to focus on cultivating a group of emerging pillar sectors with high growth potential, advanced technology, and broad application fields. It will accelerate the development of strategic emerging industries such as new energy, new materials, biomedicine, energy conservation and environmental protection, marine high-tech, and the low-altitude economy.

The action to foster and develop future industries will focus on leveraging the province’s existing industrial strengths, closely tracking trends in cutting-edge technology and industrial transformation. It aims to achieve breakthroughs in areas such as green hydrogen, embodied intelligence, and satellites and their applications, thereby cultivating new business formats.

The action to enhance distinctive modern agriculture will capitalize on Fujian’s abundant mountain and marine resources. It will advance the construction of the “Fujian Sea Granary” and “Forest Granary” initiatives, strengthen and optimize three distinctive agricultural belts: the blue coastal belt, the green belt in northwestern Fujian, and the high-quality, high-efficiency belt in southeastern Fujian. The goal is to elevate the brand influence of “Funongyoupin (Fujian Premium Agricultural Products)” and cultivate 30 distinctive agricultural industrial clusters, each worth RMB 10 billion, as well as 30 strong agricultural counties, each with an output value of RMB 10 billion.

The private economy represents a key feature, advantage, and source of vitality for Fujian’s economy. During the “15th Five-Year Plan” period, Fujian Province will accelerate efforts to build a world-class business environment and deepen the strategy of building a strong province driven by a modern private economy in the new era. Following a path of intelligent, green, and integrated development, and with advanced manufacturing as the backbone, high-quality and efficient services as the support, distinctive modern agriculture as the foundation, and comprehensive infrastructure as the underpinning, the province will construct a modern industrial system with global competitiveness.
