On the morning of February 3, the Information Office of the Fujian Provincial People’s Government held a press conference titled “Charting a New Blueprint for the ‘15th Five-Year Plan’ Development and Striving to Excel in the Development of Chinese Modernization.” Wang Gaohui, a member of the Party Leadership Group and Deputy Director of Fujian Provincial Development and Reform Commission, stated that Fujian plans to complete investments totaling RMB 300 billion and commence construction on over 500 provincial key projects in the first quarter. Additionally, 50 major leading projects requiring prioritized support in the first quarter are being accelerated. Key progress has been made on ongoing projects such as the Fuzhou Changle International Airport Phase II Project and Xiamen Xiang’an International Airport, while projects like the Wenzhou-Fuzhou High-Speed Railway and Zhangzhou-Shantou High-Speed Railway are advancing steadily, promising greater convenience for residents’ travel.
It was reported that Fujian Province has successfully concluded its "14th Five-Year Plan," with the major targets and objectives outlined in the plan’s Outline being accomplished as scheduled. Among the 426 important tasks and initiatives, the overall completion rate is favorable. In 2025, Fujian’s economic output historically surpassed RMB 6 trillion, meeting both the annual target for total output and growth rate. The growth rates of multiple key indicators, including industry, investment, and consumption, outperformed the national average, laying a solid foundation for a strong start to the “15th Five-Year Plan.”
At the end of last year, Fujian Province introduced and implemented 23 measures across six areas to ensure a favorable start in the first quarter. Each prefecture-level city also rolled out localized measures, further refining and reinforcing the provincial initiatives, which have yielded preliminary results. Based on monitoring of objective indicators in sectors such as industry, consumption, and culture & tourism, the provincial economy has continued its generally stable and progressive trend since the beginning of this year, underpinned by a solid and stable foundation for long-term, sound development.
“Consumption is directly linked to the people’s aspirations for a better life,” stated Wang Gaohui. He noted that Fujian Province has implemented a series of consumption policies to provide more benefits and dividends to the public. In January, the province’s total offline consumption increased by 5.1% compared to the same period last year, with the daily average value rising by 18.7% compared to December’s daily average. The daily average visitor flow at key tourist attractions also grew by 1.5% compared to December’s daily average. Fujian will further simplify the application and disbursement procedures for subsidies under the consumer goods trade-in program and continue to allocate funds for distributing dining vouchers. The province will also organize activities such as "Ten-Hundred-Thousand Blessings to Boost Consumption," "Travel with Sports Events," and "Savor Cuisine with Sports Events," while supporting local initiatives to offer public welfare theatrical performances, intangible cultural heritage exhibitions, and cultural and museum displays. These efforts aim to provide the public with better services and enhanced experiences.
Last year, Fujian’s added value of industries above the designated size grew by 6.5%, outperforming the national average. The Fujian Provincial Department of Industry and Information Technology has introduced policies to support manufacturing development. Monitoring of key industrial indicators since the beginning of this year shows that industrial production has remained stable and orderly. Meanwhile, the Department of Commerce of Fujian Province has continued to deepen the “Fujian Products to the World” campaign. In the first quarter, exhibition booth fees for “Early Bird Overseas Expansion” delegations attending overseas trade shows will be subsidized up to the full amount. The “single window” policy has also been extended to cover small and micro enterprises, providing stronger support for businesses exploring international markets.
Currently, it is the prime season for farming, and fields across Fujian are bustling with activity. Efforts are being made to ensure the steady supply of agricultural materials and technical services for spring farming, promote the fulfillment of spring grain sowing area targets, and accelerate the cultivation and expansion of green and wealth-boosting industries such as bamboo and under-forest economy. These measures aim to enrich the public’s “vegetable basket” and ensure a fuller “rice bag”.
