On the morning of January 24, the investment signing ceremony between Mingyang Smart Energy Group Co., Ltd. and Zhengli Oceanic Engineering Co., Ltd. was held in Pingtan. He Jiemin, Member of the Party Working Committee and Deputy Director of the Pingtan Comprehensive Experimental Zone Management Committee, and Ye Sufeng, Second-Level Inspector of the Pingtan Comprehensive Experimental Zone and Director of the Investment Promotion Committee, attended the ceremony.

Representatives from both sides introduced their respective corporate development histories, technical capabilities, and cooperation plans. Subsequently, under the witness of attending guests, senior executives from the two companies signed the investment agreement.

It is reported that Mingyang Smart Energy Group will leverage its offshore wind power equipment technology, floating wind power innovations, and multi-energy integration solutions such as “offshore wind power + marine ranching + seawater hydrogen production”. These will be deeply integrated with Zhengli Oceanic Engineering’s expertise in marine construction, specialized fleet capabilities, and offshore emergency response systems. The collaboration will focus on full-chain synergy across “R&D—manufacturing—installation—operation and maintenance”, jointly advancing key projects including the development of offshore wind power resources around Pingtan, the Pingtan and Taiwan (Lan‑Tai) Offshore Emergency Rescue Base, the Smart Equipment Technology Innovation Center, and the floating foundation manufacturing base.
