The Work Plan for Cultivating Leading Enterprises in Fuzhou’s Logistics and Supply Chain Platform Economy was recently issued, outlining targets to nurture 20 key industry leaders by 2027. These firms are projected to achieve an annual output (revenue) totaling RMB 350 billion, with over 22 supply chain enterprises (or groups) exceeding RMB 10 billion in revenue.
The Work Plan identifies 6 key tasks. First, it emphasizes strengthening the industrial chain foundation by supporting agricultural leading enterprises and other core supply chain players in exploring rural e-commerce industrial parks. It also backs manufacturing leaders in advancing toward higher-value segments of the value chain. Additionally, it guides municipal state-owned enterprises to optimize supply chain operations aligned with their core businesses while ensuring standardized supply-chain-related practices.
Second, the Work Plan focuses on fostering collaborative development models across the industrial chain. This includes integrating supply chain services with advantageous industries and promoting innovation in “logistics + industry” convergence. Efforts will accelerate modern logistics infrastructure, upgrading four major logistics hubs—Jiangyin Port, Luoyuan Bay, Songxia Port, and the Airport Zone—while expanding cross-border e-commerce, overseas warehouses, and other foreign trade formats. Projects like the airport phase II and port-supporting railways will enhance connectivity, building a secure and efficient logistics network.
Third, the Work Plan aims to elevate financial services for the industrial chain by expanding funding support and creating supply chain finance applications.
Fourth, it seeks to maximize policy incentives by leveraging existing related policies and actively seeking higher-level funding for the logistics and supply chain platform economy. Leading firms will also receive support in leasing state-owned properties.
Fifth, the Work Plan aims to forge engines for industrial chain growth through initiatives like supply chain project investment competitions. It advances the construction of Fuzhou Modern Logistics City, closely monitors major logistics projects from JD.com, New Hope Group, and China Post, and aggregates logistics resources to provide comprehensive smart logistics services for manufacturing, trade, and distribution enterprises. It aims to establish a southeastern regional logistics distribution center with nationwide reach and a core hub for commerce-focused national logistics, continuously unleashing new momentum in the development of the logistics and supply-chain platform economy. Opportunities from the China-Indonesia “Two Countries, Twin Parks” initiative will also be seized to support leading firms’ expansion of global supply chain operations.
Lastly, the Work Plan focuses on building a highland for industrial chain agglomeration. It continues to develop supply-chain industrial clusters, expands procurement and sales supply-chain scales in industrial parks, and leverages the exemplary role of leading enterprises to drive growth.
