Fujian Moves to Boost Emerging & Future Industries

The Standing Committee of the Fujian Provincial People’s Congress wrapped up its meeting on November 27 with a significant decision to fast-track the growth of emerging and future industries.

    The decision is designed to deepen the integration of technological and industrial innovation, leverage local strengths, and develop new, high-quality productive forces tailored to local needs. It aligns with directives from both the CPC Central Committee and the CPC Fujian Provincial Committee, translating them into collective will and action. The decision outlines key measures that have garnered widespread attention.

  It defines emerging industries as next-generation information technology, new energy, new materials, high-end equipment, bio-pharmaceuticals, energy conservation, marine high-tech, low-altitude economy, artificial intelligence, and robotics. Future industries, identified for strategic planning, include new-type batteries, bio-manufacturing, hydrogen energy, nuclear technology applications, brain-computer interfaces, embodied intelligence, and satellite applications.

  The decision promotes an “Open Bidding for Selecting the Best Candidates” model, prioritizes major provincial-level science and technology projects in these sectors, and underscores the central role of enterprises in scientific and technological innovation, aiming to integrate the innovation chain, industrial chain, capital chain, and talent chain deeply. To tackle challenges in transforming scientific and technological achievements, the decision suggests application-oriented approaches, building platforms for proof of concept and pilot-scale verification. It also calls for establishing mechanisms for the on-route incubation and on-site transformation of scientific and technological results, relying on major scientific and technological infrastructure. Additionally, the decision supports the initial trials and uses of new technologies and products, encouraging the promotion and application of first units (sets), first batches, and first editions.

  It emphasizes optimizing the layout of innovation platforms, aiming to host major state scientific facilities in Fujian, and supports institutions like Xiamen University and Fuzhou University in conducting forward-looking research. The decision also proposes exploring an “innovation liability exemption” mechanism. This would allow those responsible for explorations that fail to meet expected outcomes or benefits to be exempt from or have their responsibilities reduced, provided they have fulfilled their duties, complied with regulations, and sought no personal illegal gains. This aims to relieve reformers and innovators of future fears.
