Fuzhou’s 3 Practices for Business Environment Go Provincewide

The Fujian Provincial Development and Reform Commission has collected and recently announced the second batch of 31 exemplary practices for optimizing the business environment in 2025. Among these, Fuzhou’s initiatives—such as the development of an “industry-talent integration” ecosystem, the establishment of the “Harmony in Fuzhou” chamber dispute mediation alliance, and the creation of a “chain-based supply” mechanism for financial judiciary services—have been recognized and promoted provincewide.

Fuzhou is advancing its “industry-talent integration” ecosystem to energize new drivers for high-quality development. By focusing on 16 key industrial chains and developing an “industry talent map”, the city is fostering synergy between talent concentration and industrial growth. Talent apartments and international talent communities are being planned and built in major industrial parks, with improved educational, medical, commercial, and other living facilities, aiming to create a model for the integration of industry, city, and people.

Fuzhou, known for its dynamic private sector and home to over 1.5 million market entities, has pioneered the “Harmony in Fuzhou” chamber dispute mediation alliance mechanism, utilizing an innovative “1+9+N” open alliance model. Led by the Fuzhou Intermediate People’s Court as the initiating unit, this mechanism leverages the “Transparent & Ethical Court-Enterprise Consultation Hall” as a physical platform to unite 18 chambers of commerce and trade associations. By mobilizing resources such as NPC deputies, entrepreneurs, and industry experts, the alliance aims to enhance the efficiency of dispute resolution.

In advancing its financial judiciary “chain-based supply” mechanism, Fuzhou established a Digital Finance Trial and Enforcement Center, creating a new integrated model for resolving financial disputes covering mediation, case-filing, trial, enforcement, and bankruptcy. The center launched the Fuzhou Digital Finance Dispute Resolution Cloud Platform, featuring an asynchronous trial model to ensure uninterrupted litigation services. Its AI-assisted adjudication system enables batch processing of serial cases, significantly improving efficiency. The platform also offers digital profiling of case progress, making each stage visible and streamlining tasks like case review and asset investigation with bulk processing capabilities.
