"Targeted Irrigation": Business funds delivered quickly, benefits accessed rapidly. The Zhangzhou Municipal Finance Bureau has implemented measures to ensure funding support for businesses, established a rapid fund disbursement mechanism, and guaranteed the precise and effective delivery of policy benefits. In the first half of this year, a total of 192 million yuan in provincial and municipal enterprise support funds was allocated. This focused on key areas including enterprise digitalization/intelligent transformation, equipment upgrades, and technological innovation, providing robust support for enhancing quality, efficiency, transformation, and upgrading within the private economy.
"Financial Vitality": Solving financing and lending challenges. Zhangzhou continues to deepen fiscal-financial policy synergy. By innovating products like the "Inclusive Finance Special Loan," it provides low-threshold financing services for small and micro enterprises, individual businesses, and agricultural, forestry, and fishery households. In the first half of the year, the city added 2,453 new enterprises receiving government-backed credit guarantees, with guaranteed loan amounts exceeding 1.426 billion yuan. The outstanding balance of citywide startup guarantee loans reached 121 million yuan, supporting over 566 individuals in successfully launching businesses.
Government Procurement: Priority for SMEs. Zhangzhou continues to refine its government procurement policies. It mandates priority procurement from small and medium-sized enterprises (SMEs) for goods and service projects with procurement budgets under 2 million yuan, and for engineering projects under 4 million yuan. In the first half of the year, the total value of government procurement contracts citywide reached 1.279 billion yuan. Contracts awarded to small and micro enterprises amounted to 1.131 billion yuan, accounting for a significant 88.46%, effectively aiding SMEs in market expansion.
