The General Offices of the CPC Fujian Provincial Committee and the Fujian Provincial People's Government recently released their Opinions on Promoting Integrated Development of Culture and Tourism and Cultivating the Cultural Tourism Industry into a Pillar Industry (hereafter referred to as the Opinions). The document outlines multiple measures to bolster the development of Pingtan International Tourism Island, injecting strong momentum into its tourism growth.
Under the Opinions, Pingtan has been designated as a core area in Fujian's plan to develop world-renowned tourist destinations and has received strategic support for its positioning as an international tourism island. For industrial synergy, Pingtan, alongside Xiamen and Taining, has been named one of the province's three key film and television production bases, with strong efforts to promote the "Filmed in Fujian" brand. Moreover, support will be provided to Tannan Bay, the southern area of Pingtan, in its efforts to apply for a national-level tourist resort. Projects listed by the Ministry of Culture and Tourism as world-class resort cultivation sites will qualify for a one-time reward of RMB 5 million.
The Opinions outline plans to advance the development of the Pingtan cruise port, foster new business models focused on island and marine tourism, and potentially increase the frequency of international cruise routes in the future. In the realm of sports and culture, efforts will be made to enhance the brand influence of Pingtan's "Car-Kite-Bat" events—car racing, kite surfing, and baseball—by incorporating them into the "Famous Competitions of Fujian" development system. To promote the integration of culture and tourism between Fujian and Taiwan, Pingtan is being developed as a "Second Life Circle" for Taiwanese residents, complementing the "Shared Life Circles" of Fuzhou-Matsu and Xiamen-Kinmen to deepen cross-strait cultural and tourism cooperation. Activities such as Ancestral Root-Seeking Tours and the Cross-Strait Cultural Industries Fair are also being used to strengthen ties between the two sides.
In addition, at the policy support level, our province will establish a joint conference mechanism for the development of the cultural and tourism industries to address cross-sector challenges. Support will also be provided for major projects in Pingtan, including land and sea use, as well as talent recruitment.
In recent years, Pingtan has continued to advance its tourism development strategy centered on its "International Flair and Youthful Vibrancy" vision. The introduction of these Opinions is expected to further strengthen Pingtan's cultural and tourism sector, providing crucial support for exploring innovative paths of integrated development across the Strait.
Huang Ruosi, Marketing Planning Specialist for Cultural Tourism Industries at the Tourism, Culture and Sports Bureau of the Pingtan Comprehensive Experimental Zone, stated that the Bureau will use the Opinions as its guiding principle, adhere to its "International Flair and Youthful Vibrancy" vision, and focus on transforming Pingtan into a romantic getaway under starry skies, a lively hub for music and arts, a dynamic venue for branded sports events, and a stress-free tourism destination—bolstering the province's push to become a world-renowned tourist destination.
