Fujian Province comprehensively promotes the modernization of the industrial system

General Secretary Xi Jinping emphasized: “We must make arrangements beforehand in key areas and comprehensively promotes the modernization of the industrial system to not only consolidate the leading position of traditional competitive industries, but also create new competitive advantages.”With the aim of high-quality development and acceleration of upgrading the industrial system, the Fujian Provincial Party Committee has deployed and implemented the action of“strive for excellence through deep learning, daring to be the first, and registering practical results through hard work”, and further strengthened policy support, strengthened project scheduling, created the first-class business-favorable environment, and continued to promote the upgrading of the industrial chain and the cultivation of new driving forces for development.

Scaffoldings are everywhere, and cement mixers are rumbling... The first phase of construction of the high-strength magnesium-aluminum alloy wheel project in Fuqing City, Fujian Province, is progressing rapidly. Currently, all workshop buildings have been capped, and is expected to be put into trial operation by the end of the year.

“Compared with traditional steel wheels, the weight of magnesium-aluminum alloy wheels is reduced by 50% while its load-bearing capacity is significantly increasing. It has a wide range of applications in the new energy vehicle market. The total investment of the project reaches 3 billion yuan. After the first phase is completed, there will be 12 internationally-advanced production lines, producing 900,000 sets of wheels per year.” said Weng Huajian, Chairman of Fujian Fuxin Wheel Co., Ltd.

Represented by the high-strength magnesium-aluminum alloy wheel project of the company, Fujian is building the “Fujian Industry 4.0 Digital Wheel Hub Industry Demonstration Park” in Fuqing City, integrating R&D, production, sales, and services. After the industrial park is completed, its annual output value can reach 6 billion yuan, driving the development of more than 10 upstream and downstream related enterprises and creating over 1,000 new jobs.

In the first half of this year, 1580 key provincial projects in Fujian Province registered an investment of 412.3 billion yuan, accounting for 63.6% of the annual plan, exceeding the scheduled progress by 13.6 percentage points, and successfully achieving the “double over-half of completion” task goal. This year, Fujian Provincial Digital Office selected and determined 191 key digital economy projects of the year, which is expected to realize an added value of over 2.9 trillion yuan.

Focusing on the digital economy, marine economy, green economy, cultural tourism economy, and key industrial sectors, Fujian will focus on accelerating the industrial layout in future.

At the site of the 8.6th generation new display panel project of Tianma Optoelectronics in Xiamen Torch High-tech Zone, Tongxiang High-tech City, the machinery is continuously running, and the main factory building has been fully capped, which is expected to start operation in the second half of next year. “This is Tianma’s first high-generation production line specializing in the middle and small display field, and the project focuses on three major application markets: automotive displays, IT displays, and industrial product displays,” said He Cunjin, Secretary of the Board of Directors of Xiamen Tianma Microelectronics Co. Ltd. Xiamen is actively cultivating and expanding strategic emerging industries such as new displays and integrated circuits, and accelerating the development of a trillion-yuan electronic information industry cluster.

To comprehensively promote the modernization of the industrial system, the 2023 Fujian Provincial Government Work Report proposes to accelerate the construction of a modern industrial system, cultivate and strengthen strategic emerging industries, and transform and upgrade traditional competitive industries; create a first-class business-faovrable environment and improve the mechanism for coordinating industrial development.

The Fujian Provincial Development and Reform Commission has established a regular project research service mechanism, dispatching 10 research teams to nine cities and one district each quarter to conduct research services, understand the economic performance of the places, coordinate and solve problems and difficulties in project development, and promote the accelerated development of projects.

“Is it possible to provide priority guarantees for key projects when there are difficulties in the approval of project land?”Chen Qingke, the President of Tsingtuo Group, expressed the expectations of the company when meeting the research service team to Ningde City.

The stainless steel new materials is one of the leading industries in Ningde, with a planned output value of over 230 billion yuan this year. Tsingtuo Group, which undertakes the Chinese-Indonesian deep processing project of new materials in Ningde, urgently needs to expand its production line, but has encountered difficulties in land approval. “We will immediately report and coordinate, and continue to follow up on the progress,” responded a member of the research service team on the spot. Eleven days later, Tsingtuo Group received a solution.

“Currently, the project has been included in the key land protection list. In the subsequent development of the project, the related departments will also provide us with assistance,” said Chen Qingke.

In 2022, the number of national high-tech enterprises in Fujian province exceeded 10,000 for the first time. There are 349 national-level specialized and new “little giant” enterprises, and 45 champions in the manufacturing industry. In the first three quarters of this year, investment in reconstruction and technological transformation in the province increased by 10.9% year-on-year, which is 7.9 percentage points higher than the overall investment in the province. The added value of the province’s equipment manufacturing industry above designated size increased by 3.3% year-on-year, driving the growth of the province’s added value of industries above designated size by 0.9 percentage points. The optimization of industrial structure and the upgrading of the industrial system have achieved remarkable results.

Fujian will strengthen precise investment attraction around building a modern industrial system and expand new increments in industrial development. This year, Fujian has identified 1,580 annual provincial key projects with an annual planned investment of 648 billion yuan. Recently, Fujian issued opinions on further strengthening investment attraction, proposing to increase investment in projects with strong industrial correlation and significant agglomeration to create new economic growth poles. Efforts will be made to achieve the transformation from the “generation of numerical control” to the “generation of smart control”in four leading industries, including electronic information and digital industry, advanced equipment manufacturing, petrochemical industry, and modern textile and clothing industry by 2025.
