Recently, six departments, including the Fujian Provincial Department of Industry and Information Technology and the Fujian Provincial Development and Reform Commission, jointly issued the Implementation Plan for the High-quality Development of Modern Logistics Industry in Fujian Province (referred to as the Plan). The Plan clearly states that Fujian will focus on building a new international trade logistics channel, achieving the integration of land and sea transportation, mutual assistance between the east and the west, and a convenient and efficient logistics pattern. One of the highlights is that Fujian Province plans to promote the formation of a regional composite port by Xiamen Port and Quanzhou Port. Through joint innovation in customs clearance and optimization of the port’s business environment, the quality of development of the modern logistics industry will be improved.
The regional composite port refers to a port network that integrates the advantages, scale, cargo types, and transportation conditions of various ports through coordinated planning and rational division of labor, with clear levels, distinct functions, and complementary advantages. Currently, the regional composite port of the Guangdong-Hong Kong-Macao Greater Bay Area has been established, and Shenzhen City has opened 26 composite ports with 9 cities including Foshan City, Zhongshan City, and Zhuhai City.
After Xiamen Port and Quanzhou Port form a regional composite port, the two ports can fully utilize each other’s yard and route resources, complement each other and integrate functions. This model can greatly increase customs clearance efficiency, save enterprise customs clearance costs, and enable enterprises to “make declaration and receive inspection only once” in the region during customs clearance.
