Zhangzhou City: Innovative Approval Method Enables “Start of Construction upon Land Acquisition”

At the recent second-quarter project signing ceremony in Zhangzhou City, reporters noticed that in addition to categorizing projects by size, city leaders of Zhangzhou specifically mentioned the phrase “start of construction upon land acquisition” when introducing signed projects. This is a new change this year, with 15 projects also listed as projects whose construction start upon land acquisition during the first-quarter investment attraction project signing event.

“Start of construction upon land acquisition” refers to the practice of starting construction immediately after obtaining the land for a pre-determined project. During the preparation stage before the land is officially granted, the construction unit can apply to make all necessary preparations for the project. Meanwhile, various administrative approval departments will work together to review the planning and design proposals, construction drawings, and all other administrative approval matters in a synchronized and joint pre-approval process, thus achieving the goal of starting construction as soon as the land is obtained. This is of great importance for accelerating the implementation of contracted projects and demonstrates the importance that Zhangzhou attaches to this work.

It is learned that since last year, Zhangzhou City has actively innovated its approval methods by comprehensively increasing the speed of project approval by implementing the “two-pronged approach” of land supply and project approval throughout the entire life cycle of engineering construction projects, the “parallel processing” of simulated and concurrent approvals, and the “targeted guidance” of multiple subjects and multiple modes, all to achieve the goal of “start of construction upon land acquisition”.
