Today, the Xiamen Construction Leading Group Office of Maritime Silk Road Central Legal District and the Municipal Bureau of Finance jointly issued Several Measures on Supporting the Construction of the Maritime Silk Road Central Legal District (hereinafter referred to as Several Measures), which will be applicable throughout the city of Xiamen with immediate effect and valid for three years.

It is learned that a total of 12 new measures have been introduced, mainly supporting legal institutions of three types: legal service institutions, intellectual property service institutions and pan-legal service institutions, whose registered offices, actual places of business and tax registrations are in Xiamen.

Based on the actual situation, Several Measures focus on supporting high-end legal institutions to settle down, carry out international cooperation and exchanges, and introduce and train professional talents, etc. and highlight the following three aspects: 1. attracting quality high-end institutions, and focusing on introducing and supporting large-scale and professional legal institutions; 2. encouraging foreign-related exchanges and cooperation, and emphasizing the development of legal institutions with professional characteristics; 3. stimulating the internal driving force of local industries, and increasing the quality and efficiency and driving the transformation and upgrade of the legal sector.

According to Several Measures, the main incentives and subsidies include the following: supporting the settlement of high-end legal institutions, supporting the development of legal institutions with professional characteristics, encouraging the introduction of outstanding legal institutions and talents from abroad, supporting legal institutions to grow bigger and stronger, supporting legal institutions to increase quality and efficiency, supporting the establishment of high-end exchange platforms, supporting the training of talents for the rule of law, and supporting major innovations.

It is introduced that the CPC Fujian provincial committee, the Fujian provincial government and the Xiamen municipal government attach great importance to the construction of Maritime Silk Road Central Legal District, vigorously promote the implementation of relevant policies and measures, and strengthen the guarantee of various elements. The purpose of the new policy is to further accelerate the construction of Maritime Silk Road Central Legal District, develop high-end legal services, build an ecological chain for the legal industry, drive the establishment of a full-chain and full-cycle policy guarantee system, create a first-class law-based business environment, and boost the high-quality development of Xiamen in all aspects, so that market players can start up businesses in a professional manner, invest with confidence and operate with no worry.
