Recently, Fujian Provincial Party Committee and the Provincial Government issued the Opinions on Supporting Xiamen City to Build a Leading Demonstration Zone for High-quality Development (hereinafter referred to as the Opinions). It is proposed that by 2025, the GDP of Xiamen City will exceed 1 trillion yuan. The economy will be driven by high-end manufacturing and modern service industries. Three trillion-yuan industrial clusters, including electronic information, shipping finance, and trade, cultural tourism, and exhibition, will be cultivated and formed to significantly increase people's sense of happiness and security. Besides, a leading demonstration zone for high-quality development will be built. 

The Opinions indicate that efforts will be made to support Xiamen City to become a leading modern service highland in China, to bolster Xiamen City to comprehensively deepen the pilot innovation and development of service trade and build itself into a pioneering regional international consumption center city. Xiamen City will also be built into an international tourism and exhibition center city to host the China International Fair for Investment and Trade and host high-end sports events. Efforts will be made to promote the construction of national cultural and technological integration demonstration bases and national cultural export bases. 

The Opinions clearly supports Xiamen City to expand the open cooperation space of the "Belt and Road Initiative", strengthen the role of Xiamen as a strategic fulcrum for maritime cooperation, support the construction of Xiamen Southeast International Shipping Center, build an international container trunk hub and a cruise home port, and promote the construction of Xiamen branch line of Xingguo-Quanzhou Railway and the special railway line of far sea container terminal. Support the creation of a pioneering demonstration zone for cross-strait integration and development, promote Xiamen and Jinmen to take the lead in integration and development, promote Xiamen-Jinmen bridge connection, electricity supply, gas transmission, and other projects, support the implementation of a customs clearance system to facilitate personnel exchanges between Xiamen and Jinmen, and empower the Jinmen-bound tourism to go from strength to strength. Develop new ways of talent exchange and cooperation between Fujian Province and Taiwan Province, and continue to host important cross-strait exchange activities such as the Straits Forum.
