The journalist learned from the Fujian Provincial Government's press conference held on 29th October that in strict adherence to the new development philosophy and the essence of "3820" strategic project thought, a plan is being hatched to build a regional innovation center of science and technology and an intelligent manufacturing center in Southeast China with international influence so as to guide the development of the Fuzhou metropolitan area. In line with the arrangements of Fujian Provincial Party Committee and the Provincial Government, Fuzhou Municipal Party Committee and Fuzhou Municipal Government will build the Southeast China (Fujian) Science City.
The total area of Southeast China (Fujian) Science City is planned to be 104 square kilometers, including the University Town, High-Tech District, and Shangjie Town. The space layout will include "one corridor, three core areas and five districts". A batch of high-level scientific facilities, incubators, accelerators, and pilot test bases will be set up in areas including the University Town, Haixi Hi-tech Industrial Park, Qishan Lake, Gaoqi Lake, etc. A group of high-level scientific research institutes will be built to enhance the capacity of universities and enterprises to conduct basic research and applied research and accelerate the materialization of scientific research results. Efforts will also be made to foster a number of high-end technology industrial clusters.
In terms of introducing high-level scientific facilities, Fuzhou will strive to be part of the national large-scale network of scientific facilities and build high-level scientific facilities in key fields such as optoelectronics, new materials, biomedicine, and information intelligence. Besides, Fuzhou is making schemes to set up a group of cutting-edge scientific and technological cross-discipline research platforms and science centers. Clusters of major technological infrastructures will also be built.
In terms of building high-level scientific research institutes, Fuzhou will invite the Chinese Academy of Sciences and well-known universities in China to jointly build high-level scientific research institutes. Fuzhou will also guide the social capital to work with Fujian College, University of Chinese Academy of Sciences to build a new type of high-level, professional and cutting-edge research university. Fuzhou will also promote the efforts of building 8 institutions of higher education such as Fuzhou University and Minjiang University into "Double First-Class" universities.
In gathering high-level innovative talents, flexible policies will be implemented to introduce academicians, leading experts and teams in relevant fields as well as outstanding talents from Taiwan and retain college graduates. Scientific researchers will be allowed to have innovative part-time jobs or leave their jobs to start their own businesses. An annual salary system and a special salary system based on agreements will be implemented. The coverage of funding for youth talent programs and post-doctoral programs will be expanded. Efforts will be made to explore the way to delegate the authority of evaluating professional titles down to the Science City.
In establishing an efficient system of materialization, the capitalization and industrialization system of scientific and technological achievements will be improved. Pilot projects of mixed ownership of job-related scientific and technological achievements will be launched. The Technological Results Transfer Center of China Southeast (Fujian) Science City, the Technology Commissioned Research and Development Platform, the Achievement Incubation Center, and the Pilot Transformation Base will be set up together with the Achievement Transformation Fund. Fuzhou also extends support to "high-tech loans" and "science and technology loans" to serve scientific research and enterprise innovation.
In fostering strategic emerging industrial clusters, 8 schemes to build emerging industrial clusters including optoelectronics, hydrogen energy, biomedicine, intelligent manufacturing, new functional materials, and information technology services are under development to vigorously cultivate high-tech enterprises. The goal is to have 1,000 high-tech enterprises in the Science City by 2025.
In letting the Science City to play the leading role in scientific and technological innovation, we will learn from the experience of advanced regions in China in scientific and technological innovation, "Silicon Alley" economy, and the integrated development of industries and the city to build the Fuzhou Science and Technology Innovation Corridor. Fuzhou will give full play to the existing industries in the old districts as the foundation, tap into the vacant space and land of low-efficient use inside the city, and make full use of the resources of universities and scientific research institutes. The ultimate goal is to create a science and technology corridor area with obvious industrial characteristics, well-developed innovation and entrepreneurship services, and convenient facilities for daily use. Through this way, a first-class domestic scientific and technological innovation cluster will be built, and the Science City and the old city districts can achieve joint development.
