The Special Plan for the Development of Strategic Emerging Industries in Fujian Province during the 14th Five-Year Plan Period (hereinafter referred to as "the Plan") was officially issued and implemented recently. 

Focus of Seven Major Fields 

In the Plan, it is proposed that by 2025, Fujian Province will strive to achieve the added value of strategic emerging industries of RMB 1 trillion, representing 17% of the regional GDP, and will strive to uplift the share of output value of industrial strategic emerging industries in that of industrial output value above the designated level to 23%. 

To achieve the goal, Fujian Province will focus on tackling key core technologies and improving the independent and controllable ability of the industrial chain and supply chain, concentrate on the seven key areas of new generation of information technology, high-end equipment, new materials, new energy, biology and new medicine, energy conservation and environmental protection and marine high-tech, and prospectively deploy the quantum information, 6G, blockchain, gene and biotechnology, deep sea technology and other prospective industries. 

It is also proposed in the Plan to implement the key "One, Ten, Hundred, Thousand and Ten Thousand Project" as an important starting point to promote the industrial upgrading during the 14th Five-Year Plan Period-- 

“One” means to build a platform for strategic scientific and technological forces. It focuses on the construction of Southeast China (Fujian) Science City, Xiamen Science City, Industrial Innovation Belt, innovation cooperation circle and multi-level scientific and technological innovative platform. 

“Ten” means to promote the construction of more than 10 key strategic emerging industrial clusters. Efforts will be made to promote the forming and development of four national clusters and a number of provincial industrial clusters, and form more than 10 RMB 100 billion strategic emerging industrial clusters and more than 3 RMB 50 billion strategic emerging industrial clusters by 2025. 

“Hundred" represents to create leading enterprises in more than 100 subdivided fields. It will accelerate the cultivation of "chain master" enterprises in the industrial chain, strengthen the role of state-owned enterprises in the field of strategic emerging industries, and promote hundreds of high-tech backbone enterprises to grow into leading enterprises in subdivided fields with global competitiveness and popularity. 

“Thousand” means to cultivate thousands of "specialized, refined, characteristic and novel" enterprises. Great efforts will be put to develop "leading" enterprises outshining others in individual subdivided fields, promote the healthy growth of small and medium-sized enterprises, in an attempt to foster 1,000 provincial "specialized, refined, characteristic and novel" small and medium-sized enterprises by 2025. 

“Ten Thousand” represents to implement the RMB 1 trillion industrial investment promotion project. It will focus on promoting the construction of more than 500 major industrial projects in strategic emerging industries with a total investment of more than RMB 1 trillion. 

Make-up of Innovation Weak Points 

In the Plan, it is proposed to take the construction of industrial innovation carrier platform as the main priority to comprehensively strengthen the layout of strategic scientific and technological forces in the province, and regard the construction of Southeast China (Fujian) Science City and Xiamen Science City as the "Dual Central Tasks" to accelerate the overflow of advantageous resources in Fuzhou and Xiamen and the introduction of innovation resources both at home and abroad, and form an industrial innovation belt and creative cooperation circle in the Province. 

Among them, as one of the "Dual Central Tasks", the Southeast China (Fujian) Science City will integrate the talent, scientific research force, industry and other elements of Fuzhou National Hi-tech Industrial Development Zone, Fuzhou University Town and surrounding areas to create a high-quality science and technology new city suitable for learning, study, research, industrial development, residence and tourism; As another "Central Task"- Xiamen Science City will build a scientific and technological achievement transformation center, a new species enterprise cultivation base, a future industrial park, gather high-end talents, scientific and technological financial service chains and other innovative elements, to help build a green and low-carbon future smart city. 

Besides, the Plan also focuses on the layout and construction of other relevant high-level platform carriers. 

Digital economy, marine economy and green economy will be the three primary areas for the key layout of innovative resources. 

 The journalist learned from the meeting that during the 14th Five-Year Plan period, Fujian Province will take the construction of Digital Fujian as a basic pilot program to promote high-quality development, focus on the growth of next-generation information networks such as 5G, satellite applications, Internet of Things and industrial Internet, as well as information technology services such as big data, cloud computing and emerging software, and deploy quantum information, 6G Brain-like intelligence, blockchain and other cutting-edge technological industries proactively. Centering on accelerating the construction of "Marine Fujian", Fujian Province will vigorously develop marine high-tech industries such as marine electronic information, biomedicine, engineering equipment and marine environmental protection, determine a number of deep-sea industrial scientific and technological research orientations, optimize the allocation of marine scientific and technological innovation resources, to promote the revitalization of its marine industry through science and technology. Focusing on promoting the work of "peak carbon dioxide emissions and carbon neutrality", the province strives to make breakthrough in technologies such as energy efficiency and cascade utilization, pollutant prevention and safe disposal, resource recovery and recycling, carbon capture, utilization and storage, so as to boost the development and growth of the energy conservation and environmental protection industry. 

Cultivation of Graded Excellent Enterprises

Fujian Province will boost leading enterprises in subdivided fields to drive other enterprises. It will strive to optimize and strengthen a number of existing leading enterprises, accelerate the growth of a number of leading cultivation enterprises, plan to introduce a lot of new leading enterprises, especially support those leading enterprises to extend the industrial chain on the basis of highlighting the main business, and carry out mergers and reorganization, integrate brand resources and innovation resources, establish large enterprise clusters, and create a batch of leading enterprises of industrial ecology-dominated and industrial chain. 

It will implement the "specialized, refined, characteristic and novel" enterprise cultivation project, which is designed to promote the upgrading of enterprises from provincial "specialized, refined, characteristic and novel" small and medium-sized enterprises and "specialized, refined, characteristic and novel" "Little Giant" enterprises to "leading" enterprises outshining others in individual subdivided fields. The support will be given to "specialized, refined, characteristic and novel" small and medium-sized enterprises to use the new generation of information technology, novel technology, new equipment and new materials to improve their manufacturing level and operation management efficiency; Small and medium-sized enterprises are encouraged to strike a stable cooperative relationship with large enterprises by means of professional division of labor, service outsourcing and order production. 

Various resources will be injected to create an unhindered and interactive environment for the win-win development of all the large, medium and small enterprises. Through focusing on leading enterprises' development, the province will promote the connection of upstream and downstream of the industrial chain, offer supporting facilities for production, supply and marketing, and facilitate the coordination of large, small and medium-sized enterprise, so as to improve the stability and competitiveness of the industrial chain and supply chain; It supports leading enterprises to integrate industrial chain resources and cooperate with small and medium-sized enterprises to build various strategic emerging industrial clusters; Leading enterprises are encouraged to open resources to upstream and downstream enterprises and carry out "matching" and "docking" of supporting facilities for the supply chain. 

In addition, it is also pointed out in the Plan that the province will, around the potential of "exploring a new road of cross-strait integration and development", continuously optimize the cooperation of strategic emerging industries, promote the industrial docking of new generation information technology, high-end equipment, biology and new medicine, and give full play to demonstration and driving roles of the cross-strait integrated circuit industry cooperation pilot zone, Fujian-Taiwan (Nanjing) Precision Machinery Industrial Park, the cross-strait biotechnology and medical and health industry cooperation zone, among others, so as to boost the in-depth exchange and cooperation of cross-strait technologies, projects and talents.
