The project will be advanced in two phases through an integrated 'nodes–corridors–district' enhancement program. 1. Core conservation and restoration: carry out graded conservation-oriented restoration of 249 traditional-style buildings, restore the architectural character of eastern Fujian from the Ming and Qing dynasties, and repair county-level protected cultural heritage sites and historic residences. 2. Infrastructure upgrading: renovate municipal pipelines along seven primary and secondary lanes, including rainwater and sewage separation and underground installation of power and telecommunications lines; upgrade fire-fighting pipe networks and repave streets with bluestone slabs to address drainage and fire-safety risks in the old city. 3. Public service facilities: construct or renovate visitor service centers, public toilets and intangible cultural heritage training venues; add nightscape lighting and smart security systems; and improve wayfinding signage. 4. Cultural activation and business development: introduce intangible cultural heritage workshops, folk custom experience venues, themed boutique homestays, specialty dining and cultural-creative retail to create an immersive historic district shared by residents and visitors.
