Construction Scale and Content
Newly build structural workshop, assembly workshop, test workshop, parts warehouse, finished product warehouse, comprehensive office building and outdoor test site, supporting flexible intelligent general assembly production lines. After completion, the project forms an annual production capacity of 100 sets of industrial UAVs.
Construction Rationale & Supporting Conditions
The Ministry of Emergency Management clearly proposes building an "air-space-ground integrated emergency rescue system". As core equipment, industrial UAVs are listed as key supported sectors in the 14th Five-Year Plan for Emergency Rescue Capacity Development. Meanwhile, low-altitude economy has become a national strategic emerging industry, with market scale exceeding RMB 1 trillion in 2025 and emergency UAVs accounting for over 15%, featuring huge growth potential. Fujian Province is a high-incidence area of typhoons, rainstorms and forest fires, and the existing emergency equipment has problems such as slow response and large blind zones. UAVs can arrive at the accident site within 15 minutes with AI intelligent identification, bringing an annual market gap of more than 500 sets. The traditional engineering machinery industry accounts for 40% of Longyan’s total industrial output value, but most products are mid-to-low end, requiring transformation toward high-end intelligent equipment. The UAV project can directly drive technical upgrading of local supporting enterprises in hydraulic systems, sensors and composite materials, and promote industrial transformation from "manufacturing" to "intelligent manufacturing".

Fujian Province possesses a solid economic foundation for developing the low-altitude economy, with core advantages in the industrial strength of new energy power batteries and a robust private economy base. Represented by CATL's production of high-performance condensed-state aviation power batteries, Fujian is building upstream industrial foundations for the low-altitude sector. Application scenarios are relatively comprehensive, including public services, logistics transportation, cultural tourism consumption, low-altitude passenger transport, and military-civilian integration. Approximately 10 general aviation airports have commenced preliminary studies.
