This project is a key initiative of the core carrying area for the low-altitude economy industrial cluster in Fuzhou City. It is located near the Helicopter Airport in ZhuQi Town, Minhou County, and is laid out along the national highway in a long and narrow shape from east to west and north to south. It takes only 10 minutes to reach the University Town, 20 minutes to reach the provincial capital, and 50 minutes to connect with Changle International Airport. The project plans to use nearly 500 mu of land, with a total investment of approximately 1.5 billion yuan and a construction period of three years. It focuses on attracting enterprises engaged in the manufacturing of industrial drones, core components, and high-end equipment. It will be equipped with specialized test flight airspace, high-standard factories, and a research and development and industrialization center to create a comprehensive industrial chain platform integrating research and development innovation, intelligent manufacturing, and comprehensive services. Within three years, it aims to have over 100 low-altitude economy-related enterprises, with an industrial scale exceeding 5 billion yuan, and contribute no less than 140 million yuan in tax revenue annually, forming a low-altitude economy industrial cluster with strong competitiveness.

In 2025, Fujian Province had 4,975 above-designated-size machinery and equipment enterprises. The year-on-year growth in industrial value-added was 12.9%, achieving an operating revenue of RMB 1,251.44 billion, a year-on-year increase of 7.7%. The advanced equipment manufacturing cluster possesses a number of advantageous specialty products and industries. It is a national hub for major engineering machinery manufacturing, large and medium-sized bus manufacturing, large commercial aircraft maintenance, shipbuilding and repair, and small and medium-sized motor manufacturing. Fujian's electric vessel sector, with advantages such as a complete industry chain, core equipment market share exceeding 40%, and a leading number of built and under-construction certified electric vessels nationwide, has established multi-dimensional leadership in policy, technology, and application scenarios. Fujian is a pioneering province for the green and intelligent development of coastal and inland vessels in China. Leading enterprises include Southeast Chery, SAIC Motor (Ningde), Xiamen King Long, Fujian Shipbuilding Industry Group, and Fujian Mercedes-Benz.
Fujian Province possesses a solid economic foundation for developing the low-altitude economy, with core advantages in the industrial strength of new energy power batteries and a robust private economy base. Represented by CATL's production of high-performance condensed-state aviation power batteries, Fujian is building upstream industrial foundations for the low-altitude sector. Application scenarios are relatively comprehensive, including public services, logistics transportation, cultural tourism consumption, low-altitude passenger transport, and military-civilian integration. Approximately 10 general aviation airports have commenced preliminary studies.
