This project is a key initiative of the core carrying area for the low-altitude economy industrial cluster in Fuzhou City. It is located near the Helicopter Airport in ZhuQi Town, Minhou County, and is laid out along the national highway in a long and narrow shape from east to west and north to south. It takes only 10 minutes to reach the University Town, 20 minutes to reach the provincial capital, and 50 minutes to connect with Changle International Airport. The project plans to use nearly 500 mu of land, with a total investment of approximately 1.5 billion yuan and a construction period of three years. It focuses on attracting enterprises engaged in the manufacturing of industrial drones, core components, and high-end equipment. It will be equipped with specialized test flight airspace, high-standard factories, and a research and development and industrialization center to create a comprehensive industrial chain platform integrating research and development innovation, intelligent manufacturing, and comprehensive services. Within three years, it aims to have over 100 low-altitude economy-related enterprises, with an industrial scale exceeding 5 billion yuan, and contribute no less than 140 million yuan in tax revenue annually, forming a low-altitude economy industrial cluster with strong competitiveness.

In 2024, Fujian Province had 4,866 machinery equipment enterprises above the designated size, with industrial added value growing by 4.6% year-on-year and operating revenue reaching RMB 1,187.15 billion, a 1.8% increase year-on-year.
Fujian Province possesses a solid economic foundation for developing the low-altitude economy, with core strengths in the new-energy power battery and a robust private-sector ecosystem. Leading enterprises like CATL, which produces high-performance condensed-state aviation power batteries, form the upstream industrial base for the low-altitude economy. It offers comprehensive application scenarios, including public services, logistics, cultural tourism, low-altitude passenger transport, and civil-military integration. Local governments are highly proactive in promoting this sector. Fuzhou, Quanzhou, Sanming, Ningde, and Zhangzhou Cities have either introduced or are drafting specialized policies to support the low-altitude economy, with dedicated task forces established to oversee its development. Low-altitude industrial parks have been planned in Fuzhou, Xiamen, Quanzhou, Ningde, and Sanming. Fuzhou and Quanzhou have hosted competitions related to the low-altitude economy, and approximately 10 general aviation airports have initiated preliminary studies.
