At the beginning of 2015, in order to promote effective contacting between supply and demand parties of PPP Consulting Service, and accelerate the development of PPP projects in Fujian, the Department of Finance of Fujian Province announce the 1st PPP Institutional Repository was composed of 12 consulting and legal consulting service institutions, all these institutions that have passed multiparty comparison and rigorous selection process, meanwhile, the Department of Finance of Fujian Province encourage each side to select within the PPP Institutional Repository or other sources, and provide assistance to the procurement consulting services for PPP projects. 

Recently, for the purposes of unified consultation for serving market, unified regulation and management and reduce recessive threshold, through combine the establishment of National PPP consulting institution of Ministry of Finance, the Department of Finance of Fujian Province promulgated the notice of strengthen the management of Public-Private Partnership (PPP) consulting institution, and repealed the original consulting institution in Fujian. Meanwhile, illustrated from three respects, namely procurement of consulting service, contract management and institutional management, the notice proposed the new requirement for strengthening consultation service management, guide the municipal cities transform from taking “Access Management” as vital to the new model of taking “Process Management” and “Performance Management” as core, in order to improve the quality of consulting service.

Until the end of October 2017, 135 PPP projects has put into operation in Fujian with the total investment ran up to 186.2 billion RMB, introduced 222 social capital parties and the amount of social capital investment reached to 158 billion RMB.
