Excerpts: From 2016, a supportive fund of 30 million RMB to the trade in services will be introduced to the Provincial Supportive Fund to International Trade Development, and increased by margins dictated by yearly demands. The greater portion of this supportive fund will be used to support the development of a public platform for trade in services, the fostering of industry leaders, the expansion of the global market, the implementation of international certification, the introduction and training of talented individuals, the establishment of a statistical analysis system, etc. On consideration of the full coverage of the reform that replaces business tax with value-added tax, the export in services should be subject to zero tax rate or tax exemption. In outsourcing role model cities, the service providers equipped with advanced technologies should be subject to the favorable corporate income tax rate of 15% and the pre-tax deduction of no more than 8% of the salaries as staff education expenses.

The industrial associations, industry leaders, specialized markets and third party service providers are advocated to create proprietary e-commerce platforms featuring vertical integration of entire supply chains. The platforms whose annual online sales exceed 100 million RMB for the first time or rank among the top three in the industry should be eligible for bonuses capped at 1 million RMB. Among the enterprises having signed service agreements with and paid service fees to the proprietary e-commerce platforms of the province, those featuring more than 30 million RMB B2B online sales per annum or more than 5 million RMB B2C online sales per annum should be each subsidized for the service fees with a cap of 50 thousand RMB.  

The specialized online markets that house more than 50 enterprises and generate more than 100 million RMB annual sales should render the operating enterprises eligible for bonuses capped at 1 million RMB. 

The government advocates the renowned chain stores, department stores, wholesale markets and chain supermarkets to take full advantage of the offline resources such as physical outlets, suppliers and distribution networks, develop a marketing paradigm that synchronizes online/offline activities and integrates online/physical stores, as well as proactively create O2O scenarios exemplified by “sample examination online and pick-up at the physical store”, “ordering online and consumption at the physical store” , etc. The household service providers engaged in housekeeping, wedding, household appliance repair, healthcare, elder care and so on. Each of the abovementioned enterprises with more than 50 million RMB online sales per annum, which stand for more than 30% of its total sales over the same period, should be awarded no more than 1 million RMB.    

The B2C enterprises whose online sales of agricultural products from Fujian Province exceed 50 million RMB per annum and the B2B enterprises whose online sales of the said products exceed 100 million RMB per annum, through their proprietary platforms or third party platforms, should be awarded bonuses capped at 1 million RMB.  

The cross-border e-commerce enterprises that establish cross-border e-commerce distribution centers or exhibition and trade centers within the customs special supervision areas or the areas equipped with the means of customs supervision, inspection and quarantine, whose floor spaces exceed 3 thousand square meters, should be subsidized for 30% of the expenses on the purchase or rent of office space (land), up to 1 million RMB each enterprise.  

A provincial e-commerce database of key projects should be filled by the projects meticulously selected from the municipal databases or above, subject to dynamic monitoring and management. Each year financial aids should be granted to 50 projects from the provincial database, selected on the performance basis. The commercial authorities of each locality should offer “one-on-one” follow-up service to the enterprises from the provincial database, simplify the review and verification procedures and strengthen the safeguard of economic inputs. The e-commerce enterprises of Fujian Province are advocated to acquire new and high technology enterprises outside the province. Each successful acquisition should be subsidized for 5% of the verified deal amount, up to 3 million RMB.
