Excerpts: The cold chain logistics parks are encouraged to apply for financial support of the State Development Fund (Modern Logistics) and the certification of Provincial Services Clusters. The cold chain logistics parks certified as Provincial Services Clusters should be each subsidized with 5 million RMB as per relevant regulations.

The government advocates the development of pre-cooling supply hubs in the places of origin. Support should be given to the development of supply hubs for featured agricultural products like fruits, vegetables and edible fungi, which should perform the functions of pre-cooling, cold storage, preliminary processing and distribution. Such supply hubs that have made a total investment of no less than 500 thousand RMB (the land price excluded) and developed no less than 2, 500 cubic meters of cold stores should be subsidized by the Department of Agriculture of Fujian Province for no more than 30% of the total investment, up to 500 thousand RMB.

The government advocates the procurement of cold storage vehicles. The transportation enterprises of the province that have invested no less than 3 million RMB in the procurement of energy saving and environmental friendly cold storage vehicles, full temperature and humidity monitoring devices, thermal insulation tanks and cold storage containers should be subsidized by Fujian Provincial Department of Transportation for no more than 30% of the total investment, up to 2 million RMB.

The government advocates the development and advancement of cold storage facilities. Support should be given to the remodeling and improvement of the existing cold stores. The Department of Commerce of Fujian Province should grant subsidies to the enterprises that have improved enclosed loading platforms, motor-driven sectional doors, anti-collision flexible seals, etc. and realized fully enclosed operations, which should be no more than 20% of the recipient’s investment in technology advancement and up to 1 million RMB each enterprise. The Department of Commerce of Fujian Province should grant subsidies to the enterprises that have newly established no less than 3000 cubic meters of intelligent cold storage facilities, including cold rooms, controlled temperature warehouses, controlled atmosphere warehouses and automatic cold stores, which should be no more than 20% of the recipient’s investment and up to 2 million RMB. The cold chain remodeling efforts featuring LNG cold energy utilization and capable of saving no less than 500 tons of coal equivalent per annum should receive nonrecurring bonuses calculated at 200 RMB per ton from Fujian Provincial Commission of Economy and Information Technology in reference to the subsidy policy concerning energy conservation technology advancement.   

The wholesale markets are advocated to designate and develop cold chain areas. The wholesale markets selling raw and fresh agricultural products should receive support for the development of cold chain areas that house cold storage facilities, cold chain transportation and information systems. Such projects that have developed no less than 3, 000 cubic meters of cold stores and made a total investment of no less than 3 million RMB should be subsidized by the Department of Commerce of Fujian Province for no more than 20% of the total investment, up to 1 million RMB.

The retail enterprises are advocated to develop low-temperature terminals. The retail enterprises selling raw and fresh agricultural products should receive support for the development of low-temperature distribution centers and cold stores and the purchase of relevant facilities including refrigerator trucks, refrigerators and thermal insulation tanks. Such enterprises that have made a total investment of no less than 3 million RMB should be subsidized by the Department of Commerce of Fujian Province for no more than 20% of the total investment, up to 1 million RMB. 

The government advocates the development of low-temperature distribution centers. The operational low-temperature distribution centers whose cold chain operations account for no less than 60% of the land area and whose incremental investment amounts to 30 million RMB or above should be subsidized by Fujian Provincial Commission of Economy and Information Technology for 5% of the incremental investment, up to 1 million RMB.

The guarantee institutions offering financial guarantees to the small and micro cold chain logistics enterprises should be entitled to risk compensations equivalent to 10‰ and 16‰ of the annual guaranteed amounts respectively by Fujian Provincial Commission of Economy and Information Technology, up to 3 million RMB each institution.
