Excerpts: The financial guarantee institutions are guided and encouraged to guarantee the healthcare service providers’ borrowings. The financial guarantee institutions that guarantee the small and micro service providers’ borrowings should receive risk compensations equivalent to 1% and 1.6% of the annual guaranteed amounts respectively. The guarantee institutions funded by the government should provide priority service to the financing activities of the healthcare service providers.  

The small and micro healthcare service providers with a monthly turnover of no more than 20 thousand RMB should be exempted from the business tax until otherwise decreed.

The non-public and public healthcare institutions should be charged in equal measure for the use of water, electricity and natural gas. The elderly nurseries should be charged the same rates with the households for the use of water, electricity and natural gas, and exempted from the ancillary charges. Other healthcare service providers should be charged the same rates with the industrial enterprises. The non-profit healthcare institutions should be exempted from administrative fees and the profit-making healthcare institutions should be charged half of the administrative fees. The non-public healthcare institutions should implement market-adjusted prices for their healthcare services.
