Excerpts: The research, development and design enterprises should receive support to furnish public service platforms in view of advocating sector-wide technology progress. An instrument newly purchased by the qualified enterprises for research and development may be either fully included in the current cost for pre-tax deduction if valued at no more than 1 million RMB, or depreciated over a period shortened by 60% or on the basis of double declining balance if valued at more than 1 million RMB. The key (engineering) laboratories, engineering (technology) research centers and corporate technology centers certified at the provincial level or above are advocated to provide professional services to the entire society. The total investment by any of the abovementioned institutions in newly acquired instruments should be 30% covered, with a cap of 5 million RMB. Those distinguished in such services should be rewarded.       

The financial guarantee institutions are encouraged to service intellectual property financing. The financial institutions are encouraged to conduct new types of lending such as intellectual property loans. The small and medium enterprises having obtained an intellectual property loan and in the process of paying principal and interest on schedule should receive an interest subsidy equivalent to an amount somewhere between 30% and 50% of the base lending rate over the same period from the provincial financial authorities, up to 500 thousand RMB each enterprise.
