Excerpts: Priority support should be oriented towards the leading enterprises that coordinate vital product development, applied technology research and industrialization projects. The provincial government will make an annual selection of one to three such items as recipients of no more than 10 million RMB subsidies. The provincial authorities charged with the software sector will promulgate the guidance on key projects. A mixed approach combining open bidding and voluntary application will be taken for the determination of such coordinators.

The integrated circuit design enterprises that contribute no less than 5 million RMB per annum to the tax revenue or have their products honored as Third Prize of Provincial Technology Advancement or above should each receive up to 1 million RMB bonuses from the provincial financial authorities.   

The industry leaders are encouraged to take one step ahead in industrial transition and upgrade. The Internet enterprises across the province are advocated to cooperate with dominant enterprises involved with production facility manufacture and process production in the areas of ports, mines, rail transportation, public infrastructure, machinery, automobiles, power generation, petrochemicals, environmental protection, water utilities, etc. Each year there should be two or three exemplary “Internet plus” projects set in motion, with each project granted no more than 2 million RMB subsidies.   

The software and information technology service providers are advocated to bid for projects outside the province. Each of the bids won by such enterprises, if valued at 5 million RMB or above, would render the winning enterprise eligible for an award from the provincial financial authorities amounting to 3% of the completed contract amount. The award for any single project, system or product is capped at 2 million RMB. The awards to each of the abovementioned enterprises should total no more than 3 million RMB per annum.
