On October 30, at the site of the High-Purity Calcium-Magnesium Separation and Recycling Application Project (Phase I) in Caofang Town, Ninghua County, Sanming City, equipment for the intelligent milling production line had been arriving one after another. Technicians were commissioning the equipment one by one, and some workshops had already completed renovation. Preparations for the start of production were proceeding at a rapid pace.

The project involves the construction of production facilities, a comprehensive calcium-magnesium R&D center, and a warehousing center. It has acquired production equipment such as large crushers, intelligent grinding machines, and high-power air compressors, and introduced six intelligent milling production lines. Once operating at design capacity, the facility will be able to produce 200,000 metric tons of new calcium-magnesium composite materials annually. The products are widely used in aerospace, medical materials, and as raw materials for specialty packaging products, among other fields. The project will further extend Sanming's deep mineral processing industrial chain.

This project was among those signed at the group-signing ceremony of the 15th Fujian Private Enterprise Industrial Project Matchmaking Conference in 2025. During the investment promotion process, Ninghua County leveraged its distinctive mineral resources and geographical advantages. By attracting investment through existing businesses, the county established a task force to provide one-stop services—including company registration, project filing, and liaison regarding vacant factory premises—and provided tracking and guidance throughout the process, from planning and signing to commencement, helping bring the project to fruition through attentive service.

The smooth commencement of this project serves as a vivid testament to the continued advancement of Sanming's investment promotion efforts. Since the beginning of this year, Sanming has used a variety of investment-promotion models and multiple channels to extend, fill gaps in, and strengthen industrial chains, guided by investment-promotion maps covering 11 municipal-level specialty industrial chains and 22 key county-level industrial chains.

Principal municipal and county leaders led by example by visiting prospective investors, attending dedicated industrial-chain presentations, and conducting investor meetings and visits, creating a strong atmosphere in which leaders set the pace and all areas work in coordination. The Municipal Investment Promotion Center and the counties (cities and districts) formed investment-promotion task forces. Using Sanming chambers of commerce established outside the city as key links, the teams traveled to major regions such as the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, the Beijing-Tianjin-Hebei region, and Sichuan and Yunnan to connect with prominent Sanming natives, visit businesses, and discuss projects. Drawing on the industry resources and business networks of leading enterprises, the city pursued chain-based investment promotion to attract upstream and downstream supporting businesses to cluster and develop in Sanming.

Platform-based promotion efforts were stepped up in parallel, further enhancing the city's image. From January to September, the city successfully held 26 investment promotion events, including the Sanming Specialty Industrial Chain Investment Promotion Conference and the Beijing-Fujian Science and Technology Cooperation Press Conference. Sanming was designated an "Investment Hotspot" city for the 26th China International Fair for Investment & Trade and organized special events such as "Investment Tour: Sanming" and the "Exchange on Cutting-Edge Materials Technology Trends and Sanming's New Carbon Materials Industry Promotion Conference." During the fair, the city set up a Sanming Investment Hotspot City Pavilion at the Xiamen International Expo Center, a Taining Pavilion in the Central Corridor, and a New Fujian Cuisine and Shaxian Snacks Zone, fully showcasing the city's image.
