Fujian: Forging Solid Development “Hard Support” Through a Business-Friendly “Soft Environment”

  To boost the economy is, in essence, to compete on the quality of the business environment; to drive development, the foremost task is to improve the business environment.

  For five consecutive years, Fujian has convened symposiums with representatives of the private sector, formulated and implemented the province’s first business environment development plan, and introduced the Regulations on Optimizing the Business Environment as well as an action plan for innovative reforms to improve the business environment. In recent years, Fujian Province has treated the business environment as a key lever for high-quality development, rolling out a series of breakthrough reform measures and safeguarding enterprise growth through a coordinated package of supportive policies.

  Solving Enterprise Challenges

Not long ago, the Phase I of the Dadonghai Carbon-Based Cold-Rolled Project, located in Songxia Town, Changle District, Fuzhou City, completed the relocation of 119 mu (1 mu equals about 666 square meters) of land in just one month. This was made possible through full-process coordination and service by the local leading enterprise task force, achieving the goal of “land handed over upon permit issuance, construction commencing immediately upon land delivery.”

“Initially, we were concerned about the challenges of coordinating land acquisition and relocation. However, the staff provided proactive support throughout the entire process, and the project implementation exceeded our expectations.” The enterprise leader’s remark reflects both the efficiency and the attentiveness of Fujian’s business environment. To accelerate enterprise settlement and project implementation, Changle District in Fuzhou has formed dedicated service teams to provide proactive support to incoming enterprises and projects, speeding up their establishment and operational processes.

  Such service scenarios are widespread across Fujian. Centered on industry development, Ningde has established a “one enterprise, one policy, one task force” mechanism, setting up four task forces focused on leading industries to precisely address industrial development challenges and provide comprehensive support to enterprises.

  At the lithium-ion battery production base of Contemporary Amperex Technology Co., Ltd. (CATL) in Fuding City, the production scene is bustling. “The implementation of this project will effectively promote the development of the local lithium battery and new energy industry chain.” A relevant official from the Fuding Municipal Bureau of Industry and Information Technology stated that since the project’s launch, more than 200 party members and cadres have been mobilized to form dedicated task forces, working at full speed to save time and accelerate progress. Multiple departments have adopted a parallel approach to drive the project forward at an accelerated pace.

  A high-quality business environment is increasingly becoming a “powerful magnet” for attracting enterprises to settle in the region. Shanghai Treatgut Pharmaceutical Group has established the Straits Microbiome Repository and Gut Microbiome Gene Testing Center in Xiamen, and set up its medical headquarters and East China Microbiome Health and Wellness Base in Ningde. Xiao Chuanxing, chairman of the group, highly praised Fujian’s business environment, “We chose Fujian because the local government provides strong support in areas such as talent policies, technological support, and human-centered care.”

  Impressive figures highlight the achievements of development: as of the end of November 2025, Fujian Province had 7.711 million active business entities, up 3.6% year-on-year; the number of enterprises per 1,000 people exceeded 50 for the first time, reaching 51.2; and the number of private enterprises surpassed 2 million for the first time.

  Improving Administrative Efficiency

  “Previously, I had to go to two different counters, but now I can complete both the school permit and business license at a single window, so convenient!” Recently, Ms. Lv from Nine-Colored Deer Art Training School experienced firsthand the convenience of the “Efficient Completion of One Matter” at the Taijiang District Government Service Center in Fuzhou City.

  Fujian has integrated eight categories of business-related matters, including enterprise information changes, deregistration, relocation registration, bankruptcy information verification, and opening catering establishments, into the “Efficient Completion of One Matter” initiative. Across the province, the “Efficient Completion of One Matter” initiative has achieved full coverage of all designated procedures, with the efficiency of collaborative document issuance standing at 99.92%. This has reduced required documentation for enterprises by 51.7% and cut unnecessary visits by 90.8%. At the same time, Fujian is vigorously advancing the construction of a “No-Certificates Province.” A total of 3.471 million electronic certificates and supporting documents have been aggregated, and in high-frequency scenarios such as business startups, project approvals, and qualification verifications, electronic documents and data sharing have been widely used to replace paper submissions. This has cumulatively spared enterprises and the public from submitting 1.32 million certificates, streamlining procedures and shortening processing times.

  Focusing on enterprise services throughout the full business lifecycle, Fujian has established the provincial-level comprehensive enterprise service benchmark platform, “Fujian Yiqiban” (Fujian Easy Business Handling), addressing the challenges of both the “first mile” of policy publicity and the “last mile” of policy implementation.

  Huang Shuimu, Director of the Fujian Provincial Market Supervision Administration, stated that in 2025, the Administration advanced the implementation of seven “Efficient Completion of One Matter” initiatives, promoted the full integration of certificates and licenses across 15 enterprise-related administrative approval items, enabled 208 government service items to be “handled fully online”, and achieved “single-window processing” for market regulation services across all 108 municipal and county (district) administrative service centers.

  Fostering a Superior Business Environment

  Optimizing the business environment is a “never-ending project,” there is always progress to be made, but never a finished state. On January 4, the first working day after the New Year, Fujian held the provincial conference on business environment optimization as the “First Meeting of the New Year.” This marks the second consecutive year that Fujian has commenced its annual agenda in this manner.

  It is reported that Fujian Province will center on four key approaches to create a first-class business environment: promoting enterprise growth and vitality through a market-oriented business environment, ensuring enterprise security and protection through a law-based business environment, attracting and connecting businesses through an internationalized business environment, and benefiting and supporting enterprises through a convenient and business-friendly environment

  Industry insiders believe that the “First Meeting of the New Year” not only serves to boost morale but also tackles pressing challenges. In response to new expectations from business entities and the demands of high-quality development, Fujian has made it clear that it will adhere to a problem- and goal-oriented approach, focusing on critical areas with targeted measures to drive a new leap forward in the business environment.

  Whether the business environment is effective cannot be determined solely by government departments, it must be evaluated by the market itself, as business entities hold the most authoritative voice. In recent years, Fujian has explored the establishment of a business environment observer mechanism, using the active participation and feedback of “users” to drive continuous improvements in the business environment.

  “Having worked in government relations for major international foreign-invested chain enterprises for over 20 years, I have personally witnessed the rapid development of foreign-invested companies with the support of governments at all levels in Fujian Province.” As a provincial business environment observer, foreign enterprise representative Chen Yingzi frequently conducts on-the-ground research to understand business operations, analyze the challenges enterprises face, and collect their feedback for assessment, ultimately forming recommendations for improvement.

  The “market orientation” is stronger, the “rule-of-law approach” is deeper, the “international outlook” is more prominent, and “smart services” are increasingly accessible. On the path to building a first-class business environment, Fujian leads with reform and innovation, taking the genuine enhancement of satisfaction and sense of gain among market entities and the public as both the starting point and ultimate goal, striving to reach new heights.
