This year’s Government Work Report calls for a focus on the real economy, faster development of a modern industrial system, building Fuzhou into a strong city of advanced manufacturing, and promoting the expansion and quality improvement of modern service industries.

Making Every Effort to Build the “358X” Industrial Cluster

The report proposes advancing new-type industrialization and making all-out efforts to develop the “358X” industrial cluster. It aims to foster two distinctive industrial clusters of small and medium-sized enterprises at or above the provincial level, and one national advanced manufacturing cluster. More than 200 new projects for standardized development of industrial parks will be implemented. Three hundred additional industrial enterprises above the designated size will be added. The report also indicates that we will step up to promote large-scale equipment renewal and the “intelligent transformation and digital transition” of traditional industries. Two hundred key technological upgrading projects with investments exceeding RMB 100 million will be implemented, and 10 advanced-level or higher smart factories will be cultivated Construction will be accelerated on 50 key projects in strategic emerging industries, including the Acetron ITO target materials project. The output value of strategic emerging industries among industrial enterprises above the designated size will be kept at over 40% of the total output value of such enterprises. Pilot reforms of low-altitude airspace management will be deepened to build low-altitude industry clusters and strive to establish a national demonstration zone for the development of the low-altitude economy. Construction of Chery’s high-end vehicle project will be accelerated, while the Mercedes-Benz new energy vehicle project will be completed and put into operation, with efforts made to raise annual vehicle output to over 350,000 units. We will proactively plan for and develop future industries such as hydrogen energy, brain-computer interfaces, and embodied intelligence.

Striving to Become a National Logistics Hub for Production Services

The report proposes deepening the comprehensive pilot program for the expanded opening-up of the service sector. More than 1,500 additional commercial and service enterprises above the designated size will be added. Efforts will be intensified to strengthen regular and targeted coordination among government, banks, and enterprises, reduce overall financing costs, and further expand and strengthen Haixia Bank of Fujian, with the goal of pushing digital RMB transaction volume beyond RMB 530 billion. More than 20 major market-oriented and professional exhibitions will be hosted. The report outlines that we will strive to establish a national logistics hub for production services, accelerate the construction of modern logistics city projects such as the Mintian International Logistics Center and the China Post Fujian Smart Logistics Park, and reduce overall logistics costs across society. The logistics and supply chain platform economy industrial chain is expected to achieve sales revenue of RMB 900 billion. We will successfully host the 6th China Cross-Border E-commerce Trade Fair, build a robust Minjiang Digital Trade Corridor, and achieve overseas warehouse coverage exceeding 2.5 million square meters.

Strengthening the “1+6+4” Marine Science and Technology Innovation Platform

The report proposes successfully hosting events such as the 2026 World Marine Equipment Conference, the Fourth China Maritime Equipment Expo, Fisheries Week, and China Fisheries & Seafood Expo. More than 100 key projects in the marine economy will be implemented. We will strengthen the “1+6+4” marine science and technology innovation platform and to advance the approval and implementation of more than 20 industry-university-research collaboration projects by the Fuzhou Marine Research Institute. Moreover, the report emphasizes that we will accelerate the construction of the national deep-sea fishery base, explore new overseas fishing grounds, establish two new deep-sea aquaculture platforms, and achieve total aquatic product output exceeding 3.35 million tons. Efforts will be made to expand and strengthen the Culu Island shipbuilding manufacturing base and the Three Gorges Offshore Wind Power International Industrial Park, to build a chemical new materials industrial base with an output value of RMB 100 billion centered on Jiangyin and Kemen, and to accelerate the cultivation of emerging industries such as marine biomedicine and marine information. We will promote the construction of a zero-carbon smart new energy island and establish a demonstration project for the comprehensive utilization of marine energy. The China-ASEAN Marine Product Exchange will be promoted toward global operations, with spot trading volume expected to exceed RMB 2.5 billion.
