On January 12, the Publicity Department of the CPC Fujian Provincial Committee held the 10th session of its themed press conference series, "Strive to Be the First in Developing Chinese-Style Modernization; Vigorously Compose a New Chapter in the New Journey of Building a New Fujian". Huang Jianbo, Deputy Secretary of the CPC Working Committee and Director of the Pingtan Comprehensive Pilot Zone (PCPZ) Management Committee, delivered a keynote address on the zone's socio-economic progress during the 14th Five-Year Plan period and outlined strategies for the 15th Five-Year Plan. PCPZ leaders Wen Xuelin, Chen Xunming, and Liu Xiaojun fielded media questions, while Xie Qinliang, Deputy Head of the Publicity Department of the CPC Fujian Provincial Committee, presided over the event.
Huang noted that during the 14th Five-Year Plan period, General Secretary Xi Jinping visited Fujian twice, issuing new directives for PCPZ's open development. The Opinions of the CPC Central Committee and the State Council on Supporting Fujian's Exploration of Cross-Strait Integration and the Establishment of a Demonstration Zone for Shared Development was released; the State Council approved Pingtan's new master plan, tasking it with pioneering a cross-strait common market—a historic mission that made Pingtan the third region in China to implement a "First-Line Relaxation, Second-Line Control" policy. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the PCPZ has remained committed to its "One Island, Two Windows, Three Zones" vision. Aligning with the decisions and deployment of the CPC Central Committee and the State Council, as well as the work requirements of the CPC Fujian Provincial Committee and Fujian Provincial People's Government, it has rallied efforts to achieve new milestones in socio-economic development.
Huang Jianbo highlighted that over the past five years, the PCPZ has prioritized industrial upgrading, fostering new-quality productive forces in emerging sectors such as bonded processing, marine engineering equipment, advanced manufacturing, and the low-altitude economy. Key infrastructure projects, including an international internet data special channel and a cross-strait integrated intelligent computing center, have been completed, establishing a full-chain, one-stop, and intelligent platform for cross-border data flow. The launch of the Haixi Inbound/Outbound Animal and Plant Quarantine Center has further strengthened the zone's competitiveness, with bonded imports consistently ranking first in Fujian. Traditional industries have also explored new development models and transformation pathways, reinforcing their advantages and injecting stronger momentum into high-quality growth. Over these five years, the PCPZ has also leveraged cultural, sports, and tourism integration to enhance its appeal. The establishment of the Austronesian and Maritime Civilizations Committee of the Alliance for Cultural Heritage in Asia in Pingtan, along with the inclusion of the Keqiutou archaeological site cluster in China's top 10 archaeological discoveries and the Austronesian heritage site in the UNESCO World Heritage tentative list, has elevated its cultural profile. Hosting international events such as the Asian Baseball Championship and the World Beach Handball Championship, as well as creating signature events like the Kite Surfing Festival, Racing Carnival, Beach Games, Sailing Week, and Baseball/Softball Season, has boosted tourism. Annual visitor numbers and spending have stabilized at tens of millions and tens of billions of RMB, respectively, with average growth exceeding 20%, solidifying Pingtan's reputation as an international tourism destination. Over these five years, the cross-strait cooperation has deepened through shared development initiatives. The PCPZ became the first in China to enable multi-scenario use of Taiwan compatriots' mainland travel permits and Taiwan residence permits, while establishing a mutual recognition and acceptance system for vocational qualifications, business licenses, and product certifications. The Cross-Strait (Pingtan) Vocational Qualification Integration Service Center, the first national-level platform of its kind, has facilitated smoother exchanges. Regular sea-air export routes between Pingtan and Taiwan (Lan‑Tai) have been established, and cross-border e-commerce volumes rank among the highest nationwide, demonstrating steady progress in cross-strait integration. Over these five years, innovation has been a key driver of PCPZ progress, with 5 reforms recognized as national best practices in free trade zones, 15 replicated nationwide, and 77 selected as Fujian's FTZ innovation measure. The "First-Line Relaxation, Second-Line Control" policy has advanced, with new applications such as crab-eating macaque imports and automotive retrofitting. International forums, including the China-Island Countries Ocean Cooperation Forum and the Austronesian Culture Academic Symposium, have expanded Pingtan's global ties, elevating its free-trade reform impact. Over these five years, urban-rural integration has also progressed, with the "One Dam, Three Lines" water supply project achieving full operation and rural tap water coverage reaching 100%. The island has nearly unified its water supply and public transport systems, while road density and standardized school coverage lead the province. The innovative "scenic village integration" model has blended ecological landscapes, living spaces, and industries, earning Pingtan a spot among Fujian's first carbon peak pilot cities and the national "Harmonious and Beautiful Island" title. Residents' disposable income growth has outpaced economic expansion, enhancing public satisfaction.
Looking ahead to the 15th Five-Year Plan period, Huang Jianbo emphasized the PCPZ's commitment to steadfastly pursuing its goals with unwavering determination and round-the-clock implementation efforts. The zone will pool collective strengths to develop a distinctive international tourism island, a high-standard Fujian-Taiwan cooperation window, an advanced opening-up window, a high-capacity emerging industrial zone, a premium service zone, and a high-quality livable zone. By taking the lead in advancing Chinese modernization in Pingtan, PCPZ aims to compose a new chapter in building its "One Island, Two Windows, Three Zones" development framework.
