Xiamen and Fuzhou Chosen for National Pilot Program

Xiamen and Fuzhou have been selected as national pilot cities for integrating human resources services with manufacturing, according to a joint notice from five ministries, including the Ministry of Human Resources and Social Security. The program includes 39 cities nationwide.

  The notice requires pilot cities to align the initiative with major national and regional development strategies and include it in their 15th Five-Year economic and social development plans. Pilot cities must focus on key manufacturing sectors, leveraging local industrial foundations, resource endowments, and distinctive strengths to choose one to three sub-sectors for targeted pilot projects. Enterprises will play a central role, with priority given to leading manufacturers, SMEs that use specialized and sophisticated technologies to produce novel and unique products, and key HR service providers. Cities must analyze labor needs in depth and implement tailored measures, such as forming recruitment alliances, cross-company training groups, and innovation partnerships. The notice also calls for faster adoption of AI and big data to innovate integration scenarios, and cultivate new business forms, technologies and models for human resources services in manufacturing. Pilot cities must submit finalized work plans to provincial authorities by the end of November.

  Provincial departments and cities are urged to strengthen implementation, track progress, conduct follow-up evaluations, promptly summarize lessons learned and model cases, produce replicable and scalable outcomes, and promote them through various channels to play a demonstrative and leading role.

  Industry experts say Xiamen’s and Fuzhou’s selection reflects national recognition of their strong manufacturing base, HR sector development, and alignment with national strategies for modern industrial growth and high-quality employment.
