On the morning of August 1, the Putian Key Industry Development and Investment Promotion Conference was convened to review the city's achievements in industrial development and investment attraction during the first half of the year. The Conference also discussed the ongoing expansion of the "striving for excellence through deep learning, taking the lead with courage, and achieving results through practical action" initiative and outlined the next steps for future work. Fu Chaoyang, Secretary of the CPC Putian Municipal Committee, attended the conference and delivered a speech, while Mayor Dai Longcheng presided over the proceedings. Other attendees included Su Yongge, Shen Mengya, Ruan Jun, and additional municipal leaders, as well as heads of various industry chains and working groups.
"To drive industrial chain development, we must drill down to the core and address the most fundamental issues", Fu Chaoyang emphasized at the outset of the Conference, clearly outlining his expectations. He called for a comprehensive review of key projects, utilizing the city-wide "One Map" platform. Principal leaders from each county and district (administrative committee) are required to report on the progress, existing challenges, and next steps for their respective industry chains. Relevant officials from the Municipal Chief Chain Office and the Municipal Investment Service Center are responsible for providing feedback and offering suggestions.
"What is the significance of this project for the industry chain? How is the contribution?" "Are there any issues that require assistance or coordination from the municipal government?" Fu Chaoyang listened attentively to the report, frequently engaging in discussions and posing questions. He conducted an in-depth analysis of industry development trends and reviewed the entire lifecycle of the projects, covering investment attraction, commencement of construction, completion, and production, as well as scaling up for statistical inclusion. "We must take a leading role and clarify annual and quarterly plans for each project, transforming the industrial roadmap into a concrete implementation plan." Through platform coordination and situation analysis, he not only discussed strategies and tactics but also shared practical methods to help each industry chain overcome key challenges and critical factors. Additionally, he stressed the need to position and clarify the goals of Putian's industries within the broader provincial and national context, establishing new strategic support points.

Fu Chaoyang fully acknowledged the achievements made across each industrial chain and emphasized the importance of adopting a systematic approach for the next phase of work. He stressed the need to "see the essence through the appearance" by analyzing industrial structure, current trends, and data changes, maintaining a broad strategic perspective while focusing on specific areas, ensuring clear direction, and making sustained, long-term efforts. Fu highlighted the importance of optimizing existing resources—acting as diligent project managers who tighten every bolt. He called for breaking down data and industry barriers to enable all projects to progress seamlessly on a unified platform, accelerating efforts to overcome final hurdles, and continually tapping into internal potential to further solidify the foundation. Fu also emphasized the need to maintain an incremental mindset, broaden horizons, and have the courage to compete with the best. By combining proactive government action with effective market mechanisms, he urged a consistent focus on attracting investment, talent, innovation, and financial resources, while leveraging external strengths and exploring new opportunities. Finally, Fu advocated for a collaborative mindset—working together for mutual benefit, fostering cross-chain integration, and concentrating resources to enhance quality. This, he noted, will improve local industry cooperation and supporting capabilities, raise the level of standardization in industrial parks, promote synergy across the value chain, and build a thriving ecosystem.
Promoting the development of the industrial chain is both a challenging task and a long-term commitment. Fu Chaoyang emphasized the need to maintain a closed-loop mindset, break free from conventional thinking and path dependence, act pragmatically and responsibly, confront challenges directly, and achieve tangible results through concrete actions. He called for the launch of activities to "compare contributions for existing resources, and measure achievements for incremental growth", the implementation of quarterly performance competitions and evaluations, and the establishment of clear directions. Fu urged all parties to "move swiftly and steadily in the right direction, laying a solid foundation and positioning Putian as a pioneer city for green, high-quality development".
Dai Longcheng emphasized that the leaders of each industrial chain should benchmark against targets, strive for advancement, actively seek policy support from higher authorities, diligently plan and advance major projects, carefully nurture potential listed companies, and accurately address the challenges facing enterprise development. He called on each county and district (administrative committee) to effectively carry out project attraction, implementation, development, and the revitalization of idle assets, adopt targeted measures, and make every effort to overcome difficulties, thereby enhancing the quality and efficiency of industrial development and investment promotion.
