Recently, the Provincial Department of Science and Technology issued a notice to organize applications for the 2025 special science and technology projects for the development of the artificial intelligence industry, initiating support for scientific research and breakthrough tasks of such special science and technology projects. This is also the first time our province establishes the special science and technology projects for the development of the artificial intelligence industry. According to the application guidelines for this batch of projects, two major directions will be particularly supported.

First, research and development and demonstration applications of key technologies for lightweight deployment of large models for multi-modal application scenarios. Relying on universities, research institutes and enterprises within the province to carry out research and development, two projects will be supported based on merit, with a funding of RMB 3 million per project and a project implementation period of 1 year and 6 months. The research and development will focus on five areas, such as dynamic workflow management and automated orchestration technologies for precise applications of intelligent tasks, and realization of efficient execution of model fine-tuning, data governance and multi-modal human-machine collaboration.

Second, research and development and demonstration applications of key network data security technologies based on security enhanced artificial intelligence models. Relying on universities, research institutes and enterprises within the province to carry out research and development, one project will be supported based on merit, with a funding of RMB 2 million and a project implementation period of 1 year and 6 months. The research and development will focus on six areas, such as vulnerability analysis technology for intelligent algorithm models, construction of a model security assessment framework for multi-modal scenarios, and automated vulnerability warning system for intelligent algorithm models.

It is reported that the leading applicant for the project must be an enterprise or institution with independent legal personality and scientific research and development capabilities and conditions in Fujian (excluding units under the management of Xiamen Municipality). The project manager should be a scientific and technological worker from the leading applicant unit who actually presides over the research work. For such special projects, each university or research institute may recommend and apply for up to two projects, while each enterprise under the management of municipalities with districts (excluding Xiamen) and the province may recommend and apply for up to one project. For the projects applied for, R&D is scheduled to begin on August 1, 2025, and the end date should, in principle, comply with the requirements of the key support directions.

The online application deadline for this batch of projects is July 10, 2025, and the recommendation deadline is July 20, 2025.
