Fujian Introduces Measures to Enhance IP Strength & Efficiency in Key Industries

Recently, the Office of the Leading Group for Accelerating the Development of a Strong Intellectual Property Province in Fujian released Several Measures to Enhance the Strength and Efficiency of Key Industry Chains in Fujian Province. This document outlines 14 initiatives centered on three key areas: high-quality creation, transformation and application, and service support. They aim to strengthen intellectual property and promote the high-quality development of industrial chains.

Fujian Province is promoting the development of high-value patents and providing pre-assessment services for high-quality patent portfolios. The province aims to leverage the guiding and supportive role of patents by enhancing the construction of patent navigation service bases and continuously updating the Big Data Center for the Competitiveness of Independent Intellectual Property Industries in Fujian. Enterprises are encouraged to strengthen their overseas patent and trademark registration strategies while promoting the integration of patents and standards.

The focus is on coordinated intellectual property operations, with support for the establishment of several intellectual property operation centers in key industries and regions. This initiative aims to form industrial intellectual property innovation consortia and develop and manage patent pools for critical sectors. Efforts will be made to accelerate the conversion of existing patents to key industries, fully implement an open patent licensing system, and foster the growth of patent-intensive industries.

The province will continue to advance the development of a rapid and coordinated intellectual property protection system that encompasses provincial, municipal, and county levels, while strengthening mechanisms to guide responses to overseas intellectual property disputes. Support will be increased for intellectual property financing and credit policies, along with the promotion of fully paperless online processing for patent pledge registrations. Additionally, universities will receive support to enhance the training of professionals skilled in intellectual property applications. A public service inclusive project will also be implemented to ensure widespread benefits from intellectual property rights.
