The Fujian Provincial Development and Reform Commission approved the second phase of the Fujian Gulei Refining and Chemical Integration Project, known as the "Gulei Phase II Project," on the 16th. This phase involves a total investment of 71.1 billion yuan. This event signifies the official launch of the largest industrial investment project to date in the Gulei Development Zone, Fujian.
The Gulei Phase II project encompasses the construction of over 30 refining and chemical units, including facilities with capacities of 16 million tons per year for refining, 1.5 million tons per year for ethylene, and 2 million tons per year for aromatics. Additionally, the project includes the development of supporting utility systems and terminal berths. This ambitious endeavor is a joint effort between Sinopec and Fujian Province.
After Fujian Refining & Petrochemical Co., Ltd. submitted the application for approval of the Gulei Phase II project on July 11, the Fujian Provincial Development and Reform Commission, in collaboration with relevant institutions, conducted parallel reviews and completed the project approval process in accordance with laws and regulations within six days.
In June of this year, the Fujian Provincial Development and Reform Commission approved the Fujian Gulei Refining and Chemical Integration Project Phase II oil and chemical terminal. This includes South Berths No. 4, No. 5, No. 26, and No. 27 in the Gulei Operation Area Gulei Port Area of Xiamen Port. This approval addresses the increasing cargo transportation demands of the Gulei Operation Area and supports the commissioning of the Gulei Phase II Project.
A representative from the Fujian Provincial Development and Reform Commission highlighted that the construction of the Gulei Phase II project will significantly advance the high-quality development of Fujian's petrochemical industry, a key economic pillar. This project will accelerate the establishment of a modern economic system in Fujian, effectively addressing the raw material needs of the Gulei Phase I project. Furthermore, it will support the Gulei Petrochemical Base in evolving along the lines of industrial park development, integration of refining and chemical processes, large-scale equipment utilization, high-end product manufacturing, and modern management practices, ultimately transforming it into a world-class petrochemical hub. This initiative is also of great importance in promoting the collaborative development of the "Belt and Road" initiative.
