Recently, during the 10th Session of the 14th Fujian Provincial People’s Congress Standing Committee, the Decision on Accelerating the Advancement of New Industrialization by the Fujian Provincial People’s Congress Standing Committee (hereinafter referred to as the “Decision”) was passed. The Decision further clarifies the overall requirements and key tasks for advancing new industrialization in Fujian, consolidating collective efforts to drive this progress.
The Decision outlines key tasks in five areas to accelerate the advancement of new industrialization: 1) enhancing industrial innovation capabilities; 2) elevating the development level of industrial clusters; 3) promoting the optimization and upgrading of industrial structures; 4) driving the digital, intelligent, and green transformation of industries; and 5) improving the resilience and security of industrial and supply chains.
As emphasized in the Decision, Fujian will bolster the role of enterprises as the primary drivers of innovation by treating all types of ownership equally and encouraging the concentration of various innovation elements within enterprises. It aims to optimize the development layout of industrial clusters, cultivate key industrial chains at the county level, and enhance the standardized construction of industrial parks so that an ecosystem can be created where large, medium, and small enterprises can develop synergistically and actively integrate into the industrial division of labor in the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, thereby promoting regional and Fujian-Taiwan integration. It will also seek to consolidate and enhance its pillar industries, upgrade traditional sectors, actively foster new and emerging industries, strategically plan for future industries, and vigorously develop modern production-oriented services. The province will vigorously advance the “intelligent transformation and digital transformation” of its manufacturing sector, being deeply committed to implementing intelligent manufacturing, and fostering the integration of next-generation information technologies, including the Internet, big data, and artificial intelligence, with the manufacturing industry. By doing so, it aims to build a resource-efficient, environmentally friendly green circular supply system. Additionally, Fujian will focus on enhancing the autonomy and controllability of the industrial system, balancing industrial development with safety, improving coordinated response capabilities, and strengthening the accountability chain for production safety.
According to the Decision, by 2035, Fujian’s industrial modernization will see significant advancements, positioning the province as a leader in achieving the overall goal of new industrialization.
