To promote patent transformation and application effectively and enhance the province's competitiveness in Intellectual Property Rights (IPR), Fujian Province has recently issued the Implementation Opinions on Special Action Plan for Transformation and Application of Patents (2023-2025) (hereinafter referred to as the Implementation Opinions).
The Implementation Opinions emphasize the importance of enhancing patent quality and utilizing stronger policy incentives to further advance patent transformation and application in Fujian Province. The opinions also propose that the province can support its comprehensive pursuit of high-quality growth by focusing on key areas, addressing critical bottlenecks, relocating existing assets, optimizing incremental growth, and enhancing innovation-driven development. By 2025, the province plans to establish 3 regional intellectual property service clusters, at least 5 intellectual property operation centers, and 15 patent navigation service bases.
