Recently, Fujian Provincial Department of Industry and Information Technology, Fujian Development and Reform Commission, and Fujian Provincial Department of Ecology and Environment have jointly issued the Fujian Carbon Peaking Implementation Plan for the Steel Industry and the Fujian Carbon Peaking Implementation Plan for the Non-Ferrous Metals Industry.
The Plan highlights that during the 14th Five-Year Plan Period, the steel industry witnessed continuously optimized energy consumption structure, significantly increased energy efficiency, and an ever-improved carbon peaking policy framework for the industry. By 2025, the comprehensive energy consumption and carbon emission intensity per ton of steel will be further reduced; over 30% of the steel production capacity across the province will exceed the benchmark; the capacity of electric furnace steel will account for more than 20% of the province's total steel capacity. All those goals will reflect a significant result of energy conservation and carbon reduction. During the 15th Five-Year Plan Period, energy efficiency and the proportion of non-fossil energy will be further increased; a green and low-carbon circular development policy system will be in place; a low-carbon development model for the steel industry will take shape. The goal of carbon peaking will be achieved by 2030.
According to the Plan, efforts will be made to guide the mergers and restructurings of steel companies in the province, facilitate the convergence of promising enterprises in Fuzhou, Ningde, Zhangzhou, and Quanzhou, and create a green and low-carbon steel industry cluster. While strengthening the manufacturing presence in the steel industry cluster, the steel industry chain will also be further extended downstream.
