The General Office of the Xiamen Municipal People’s Government recently issued the “Action Plan for Accelerating the Development of Shipping Finance in Xiamen (2023-2025)”. The Plan outlines 14 measures across five areas to promote the development of shipping finance in Xiamen and enhance the international competitiveness of the port shipping industry. The primary objective is to build a demonstration base and benchmark city for shipping finance and to strengthen and expand the Xiamen Southeast International Shipping Center. Under the Plan, the municipal government will facilitate the construction of the “five key projects” at the Port of Xiamen, encourage related institutions to establish shipping industry investment funds in Xiamen, and build a high-quality brand of Xiamen international cruise ships, among other actions. 

The “Action Plan” also identifies five major tasks, namely, increasing support for shipping financing, enhancing risk management capabilities, raising the standard of shipping settlement business, improving the intelligence level of shipping finance, and optimizing the development ecology of shipping finance.
