On March 30, 2023, the Conference on Optimizing the Business Environment of Quanzhou City was held. This year, Quanzhou City has made “improving the business environment” a key priority of the initiative of “striving for excellence through deep learning, daring to be the first, and doing practical work for better results”, and focused on promoting continuous optimization and overall improvement of the business environment.

In order to create a favorable business environment, and continuously enhance the attractiveness, creativity, and competitiveness of the Quanzhou economy, the city implemented a special action plan for “continuously improving the business environment” in 2022, which ranked second in Fujian Province’s evaluation of the business environment. Quanzhou also became a model city with the number of exemplary indicators increasing from 3 to 12, the highest across the province. Among them, there are 5 indicators that rank first in the province.

To further build a first-class business environment, allowing entrepreneurs to focus on business operations and development with peace of mind, Quanzhou City has issued the 2023 Eight Major Special Actions for Business Environment Innovation and the Several Measures of Serving Enterprises in Quanzhou City Wholeheartedly (First Batch) at the Conference on Optimizing the Business Environment of Quanzhou City. Additionally, the Eight Measures on Promoting the Close and Transparent Relations between Governments and Business for the Optimization of Business Environment (Trial Implementation) was released.

According to the plan, this year, Quanzhou city will implement eight special actions to innovate the business environment: “providing friendly and transparent support to enterprises”, “smart governance”, “clearing obstacles and breaking barriers”, “protecting enterprises through the rule of law”, “enhancing service efficiency”, “accelerating approval processes”, “attracting talents”, and “improving quality”, with the aim of creating a first-class business environment for “the famous city along the Maritime Silk Road”. Quanzhou City will also launch 15 measures to facilitate and benefit enterprises to boost the development of private enterprises and the standardized construction of industrial (industrial) parks, and the “Year of Project Delivery” activity. These measures include simplifying the application materials for building construction permits, reducing the proportion of performance bonds in government procurement, and implementing “electricity upon entry” services for enterprises, to offer services wholeheartedly for enterprises based on their needs. In terms of forging a close and transparent relationship between government and business, Quanzhou has launched eight measures, including ensuring the policies of safeguarding, supporting, and benefiting enterprises are delivered, protecting and supporting enterprises in difficult situations during service, and timely and effectively offering assistance to enterprises in distress, with the aim of sustaining the good tradition of “positive interaction between government and enterprises”.
