It's learned from Quanzhou Municipal Development and Reform Commission (Municipal Business Office), based on the efforts to promote the "Business Environment Improvement Year", a special campaign has been launched to continuously improve the business environment in Quanzhou City according to the plan issued by Quanzhou Municipal People's Government. 

Comprehensively companies' service capabilities in all lifecycles

Focusing on the eight fields for measuring a company in the full life cycle, the efforts will be mainly put on "reducing steps, materials, time limits, and costs as well as providing more convenience".

■Establishing a company: streamlining the three steps including business registration, engraving of the official seal, and application for invoices. The time length will be reduced to 1 working day. The time for business registration and the engraving of official seals will be reduced from 1.5 working days to 6 working hours; Anxi County is the pilot county for the reform of "integrating multiple certifications and licenses into one business license" in the field of market regulation. The policy will be applied to the market supervision system of the city after the pilot is proven well.

■Applying for construction permits: The number of procedures for small storage projects invested by social capital will be reduced from 18 to 15, and the approval time length will be reduced to 50 working days; the review of construction drawings will be canceled, and the fee for the first registration of real-estate construction projects will be exempted; newly-built projects of industrial types invested by social capital can "be kicked off once the land is available".

■Access to electricity: The number of links of ammeter installation applied for by high electricity consumption users will be reduced to 3; the average time of annual power outage in downtown areas, suburban areas, townships, and rural areas will be reduced to 1, 2, 5, and 11 hours respectively; the goal is to allow more than 90% of users to apply for electricity services online.

■Access to water and gas: No more than two procedures and no more than two application materials will be required; cancel unreasonable charges during the water supply; purchase water supply vehicles for emergency use to reduce the length of water shutdown; no fewer than 30 self-service gas purchase machines will be installed to provide 24-hour gas purchase and payment service.

■Registration of property: The processing time for general business registration will be reduced to within 3 working days; the land certificate will be handed over at the time of land delivery for public transfer projects; commitments are made regarding the notification of tax certification items; commercial house partitioning registration applications will be handled on the site.

■Tax payment: The time for tax payment will be reduced to within 110 hours before the end of this year; the tax declaration process will be streamlined, and the combined declaration of main tax, additional taxes (fees) and the integrated declaration of 10 property and behavior taxes will be realized.

■Cross-border trade: Promote an efficient customs clearance model; optimize the customs inspection mode; promote paper-free documentation of container equipment in Quanzhou Port.

■Applying for bankruptcy: Explore a simplified processing model of corporate bankruptcy cases; control the average trial period of simple bankruptcy cases to within 180 days; reduce the announcement time of simple corporate cancellation to 20 days.

Make business investments and trades more convenient and attractive in all aspects

Focus on six areas that reflect investment convenience and attractiveness, and prioritize efforts to establish and improve the mechanisms for information sharing, performance evaluation, dispute resolution, and protection of rights and interests.

■Financing support: Launch the "Private Small and Micro Enterprise First Loan Support Campaign", and strive to increase 3000 private small and micro enterprises to apply for their first legal person loans this year; next year, the government financing guarantee rates will all fall below 1.5%.

■Protect small and medium-sized investors: Strengthen the legal protection for small and medium-sized investors, improve the social rights protection system, and provide multiple channels for rights protection; improve the mechanism of third-party professional institution support and the expert witness system as well as the demonstrative judgment mechanism for public disputes.

■Contract implementation: Establish a demonstrative mechanism for the fast trial of simple cases; find ways to establish a green channel for rapid handling of contract cases involving private enterprise or commercial cases during special periods.

■Labor market regulation: Cut the employment threshold in some industries; establish labor dispute mediation organizations in Quanzhou Taiwanese Investment Zone and Baogai Town Park, Shishi, Quanzhou.

■Government procurement: Promote remote electronic bid opening and distance electronic review; carry out pilot work for cross-level sub-agent procurement by municipal centralized procurement agencies at Licheng District and Fengze District in Quanzhou City, Fujian Province; gradually cancel the bid bonds for government procurement.

■Tendering and bidding: Promote the building of a public resource trading platform; all construction projects that are publicly tendered in accordance with the law will realize electronic transactions across the whole process. Promote the "remote bid opening", remote bid evaluation, while setting up and promoting the development of "CA handheld certificates".

Comprehensively improve the government's regulation capabilities

Efforts will be put on four areas reflecting the government regulation and service capabilities, with emphasis on improving service capabilities, optimizing the regulation system, and stimulating the vitality of innovation and entrepreneurship.

■Government services: 74 items can be handled across provinces before the end of this year; the service time of administrative service halls in various departments will be extended to 9 pm; an "one-stop" service system for foreign investment will be established; required electronic certificates and data of government affairs will be shared for all administrative serves.

■Intellectual property right creation, protection and application: Strengthen the construction and operation of China (Quanzhou) Intellectual Property Protection Center; the goal is to reach 800 million yuan in intellectual property pledge financing by 2021, and establish and operate an intellectual property operation fund in Quanzhou with a scale of more than 200 million yuan.

■Market regulation: Strive to create a pilot unit for the standardized construction of pharmacies in medical institutions across the province; add credit commitments to the integrated platform of administrative service centers; clean up the market entities that have not operated for a long time without justifiable reasons.

■All-beneficial inclusiveness and innovation: Strive to add 300 new national-level enterprises in Quanzhou this year; strive to increase the proportion of township health centers and community health service centers with service capabilities reaching the "national basic standards" to 70% by the end of this year, with some reaching the "national recommended standards".
