Fujian Issued A Special Plan for the Construction of A Strong Marine Province During the 14th Five-Year Plan Period

Recently, the Special Plan for the Construction of a Strong Marine Province in Fujian Province during the 14th Five-Year Plan Period has been issued. According to the Plan, during the 14th Five-Year Plan period, the average annual growth rate of GOP (Gross Ocean Product) in Fujian Province will reach over 8%, which is higher than the GDP growth rate of the whole province by more than 1 percentage point. The comprehensive strength of the marine economy will rank among the best in the country, and it will be built into a strong marine province by 2025.

The Plan aims to further optimize the overall layout of marine economic development featuring one belt, two cores, six bays, and multiple islands, promote the comprehensive development of islands, coastal zones, and oceans, strengthen the two demonstration areas of Fuzhou city and Xiamen city in Fujian Province, improve the development and protection level of key islands, shape up the development pattern of coastal cities with distinctive characteristics, and accelerate the high-quality development of the six bay areas around Sanduao, Minjiang Estuary, Meizhou Bay, Quanzhou Bay, Xiamen Bay and Dongshan Bay. 

In terms of major tasks and initiatives, the Plan proposes to build a quality modern marine industrial system, focus on building two trillion-level industrial clusters of onshore petrochemicals and marine tourism, build four 10 billion-level industrial clusters of a modern fishery, shipping logistics, marine information and oil storage in underground water-sealed caverns, and cultivate five billion-level industrial clusters of marine biomedicine, engineering equipment, renewable energy, new materials, and marine environmental protection. Major efforts will be made to motivate the innovation in marine science and technology, build a number of new marine innovation carriers such as provincial innovation laboratories in the marine field, construct an array of key disciplines related to the sea, such as marine science, and cultivate and introduce an echelon of highly sophisticated and demanded talents in marine emerging industries and other fields. Fujian Province will build sea-related infrastructure with high standards, build smart ports, optimize the port collection and distribution system, and build an air-space-sea collaborative ocean perception system and a modern fishing port system. Efforts will be made to create a model of marine ecological civilization with high standards, implement coastal zone beautification and upgrading, coastal wetland ecological restoration, comprehensive treatment of floating garbage and other projects, and carry out pilot research on marine carbon sinks. Fujian Province will pursue high-level expansion of the open cooperation space in the ocean, carry out in-depth cooperation between Fujian and Taiwan, strengthen interconnection with countries and regions along the Maritime Silk Road, align the Yangtze River Delta with Guangdong-Hong Kong-Macao Greater Bay Area, and build an important link of the domestic circulation. Fujian Province will improve the comprehensive marine governance system with high efficiency, improve the resource storage and trading system on the sea and islands, enhance the ability in marine environmental risk prevention and disaster response, and actively participate in regional and global marine governance.
