The Guidelines for Foreign Investment in China (2021 Edition) as the new reference for foreign investment was formally released

On November 5, the special conference on foreign investment promotion of the 4th China International Import Expo (CIIE) was held in Shanghai. During the meeting, the Ministry of Commerce formally issued the Guidelines for Foreign Investment in China (2021 Edition).

According to Li Yong, Deputy Director of the Investment Promotion Agency of the Ministry of Commerce (CIPA), the new version of the Investment Guidelines adjusts, updates and optimizes the content of each chapter based on the basic framework of the previous version. To be more specific, data of various kinds, procedures and organization directories have been updated and some words and expressions have been changed. It will provide a more comprehensive guideline for foreign companies to invest in China as well as better services and assistance for foreign business people to invest, live and prosper in China.

It is understood that the new version of the Guidelines includes five chapters, namely "Why China", "Invest in China", "Legal System for Foreign Investment in China", "Foreign Investment Handling Process" and "Foreigners Living in China". It comprehensively demonstrates China's market-oriented and internationalized business environment based on laws.

Li Yong said that the compilation and issuance of the Guidelines for Foreign Investment in China is an effective measure of the Ministry of Commerce to implement the relevant requirements of the Foreign Investment Law and its implementation regulations as well as the reform to "delegate power, streamline administration and optimize government services" and the work to "stabilize foreign investment".

"In general, the Guidelines for Foreign Investment in China (2021 Edition) fully demonstrates China's market-oriented and internationalized business environment based on laws. I believe it will be helpful for foreign businessmen to learn more about China and make further investments in China. In the future, the Ministry of Commerce will continue to regularly revise and improve this Guidelines based on changes in statistical data, regulations and policies each year, so as to provide more support and better services for foreign investment and operations in China." Li Yong said.
