Recently, the Ningde Municipal Government of Fujian Province has launched "Ningde City’s Six Measures for Promoting the Development of the New Energy Automobile Industry". Preferential policies had been formulated for six aspects as follows: supporting enterprises’ in settling in the industrial park, increasing subsidy for investment in equipment, lowering costs for electricity consumption for purpose of production, encouraging enterprises to go into production and increase efficiency, assisting enterprises in technology innovation, and improving security for talents. 

It is reported that the six measures attempt to put in place business solicitation and development of the new energy automobile industry, advance development of the new energy automobile industry, introduce and deploy more industry chain enterprise projects, and enhance production capacity and industrialization level of the critical components of the new energy automobile industry. 

Specifically, Ningde City is actively advancing the settlement of industry chain projects conforming with the national industrial policies. Grade 1 (core) manufacturing industry chain projects settling in Sanyu Industrial Park in the form of renting normative factory can enjoy an exemption of 50% of the basic rent of the normative factory in the first five years. Grade 1, 2, and 3 industry chain projects are encouraged to deploy in the industrial parks of different counties (cities and districts). Industry chain projects with the investment amount meeting the requirements of the counties (cities and districts) for assignment of land are entitled to support for land assignment. The base price of the assignment will not be lower than 70% of the base price of the corresponding level and no lower than the evaluation price. 

    With regard to the subsidy for investment in equipment, newly-built projects with an investment of over 5 million Yuan in production equipment, upon completion and operation, can enjoy a 5% subsidy based on the purchase price (in reference to the dutiable invoice, not containing tax) from the finance department standing to benefit. A single enterprise can enjoy a maximum subsidy of 5 million Yuan.

Moreover, Ningde City also supports industry chain enterprises in participating in the electricity retailing side reform pilots, striving to carry out the direct transaction of electricity. The measure for encouraging enterprises to go into operation and increase efficiency means that industry chain enterprises going into operation within the valid period of the six measures are entitled to receive the reward from the finance department standing to benefit. The reward stands at 40% of the enterprise’s economic contribution to the district of the year for five consecutive years. 

In the case of assisting enterprises in technology innovation, industry chain enterprises being awarded "National Enterprise Technology Center", "National Key Laboratory", "National Engineering (Technology) Research Center" and "National Quality Award" can enjoy a lump sum reward of 2 million Yuan from the finance department standing to benefit; enterprises being newly recognized as "China Well-known Trademark" and "Quality Award of Fujian Provincial Government" can receive a lump sum reward of 1 million Yuan from the finance department standing to benefit; enterprises being newly awarded "Provincial Enterprise Technology Center", "Provincial (Ministry) Level Key Laboratory", and "Provincial (Enterprise) Engineering (Technology) Research Center" can receive a lump sum reward of 500,000 Yuan from the finance department standing to benefit.

These six measures also include a guarantee of school enrollment arrangement for school-age children of the recognized talents. 

It is learned that the six measures were implemented since the date of release and that the duration of the recognized qualification for rewards and subsidies starts from the date of release and ends on December 31, 2024. Enterprises settling in Sanyu Industrial Park after June 28, 2019, but having not enjoyed the preferential policies can also refer to the measures accordingly with the Industry and Information Technology Bureau of Ningde being in charge of explanation.
