The Guidelines for the Layout of Xiamen City's Industrial Space (2021 Edition) was recently issued by Xiamen Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology as well as the Municipal Bureau of Resources Planning.

Xiamen’s industrial space layout is divided into two parts: advanced manufacturing and modern service industries. There are 9 leading sectors and 2 comprehensive industrial parks in total, composed of 60 industrial function areas, covering a total land area of 30979.7 hectares.

Report has it that the Guidelines for the Layout of Xiamen City's Industrial Space (2021 Edition) will serve as the basis for project investment promotion, industrial inspection, land pre-examination, project establishment, and site selection to instruct on the input of fund, technologies, and talents. New land projects for industrial purposes shall be subject to The Guidelines in principle.

An Overview of Xiamen’s Latest Industrial Functional Zones

01. The Advanced Manufacturing Industry

As for the advanced manufacturing industry, there are 4 types of leading industries, namely electronic information manufacturing, material and equipment manufacturing, biomedicine, and other manufacturing industries. They are composed of 26 functional zones, covering a land area of 18943.3 hectares.

(1) Electronic Information Manufacturing

The electronic information manufacturing sector mainly includes three major industrial chains which are flat panel displays (FPD), computers and communication equipment, semiconductors and integrated circuits. There are in total 8 functional zones covering 9260 hectares of land, namely Torch Park, Information Optoelectronics Park, Haicang Integrated Circuit Concentration Zone, Jimei North Industrial Zone, Tong'an Chengdong Industrial Zone, Tongxiang High-tech City, Torch (Xiang'an) Industrial Zone, Xiang'an Industrial Concentration Zone.

(2) Material and Equipment Manufacturing

There are two major industrial chains, namely the new material industrial chain and the industrial chain of mechanized equipment. There are in total 11 functional zones, covering 6717.3 hectares, namely Aviation Industrial Park (Huli), Xinyang Industrial Zone, Paitou Shipbuilding Industrial Zone, Dongfu Industrial Zone, Machinery Industry Concentration Zone, Xinglin Industrial Cluster, Tongan Chengnan Industrial Zone, Tongan Industrial Concentration Zone, Tongan (Fengnan) Industrial Zone, Aviation Industrial Park and Xiang'an Lane North Industrial Zone.

(3) Biomedicine

It mainly includes the key industrial chains of biomedicine and medical care. There are 3 functional zones with a land area of 789 hectares, namely Peking University Biological Park, Biomedical Port and Tongxiang Dongliao Area.

(4) Other Manufacturing Industries

They mainly include the consumer goods industry and harbor industry. There are 4 functional areas with a land area of 2177 hectares, namely Golden Industrial Park, Light Industry and Food Industrial Zone, Haicang Bonded Port Zone and Xianglu Industrial Group.

02. Modern Service Industry

As for the modern service industry, there are 5 types of leading sectors including modern logistics, software and information services, financial business, cultural tourism exhibitions as well as emerging service industries. There are in total 31 functional zones, covering 7358.4 hectares.

(1) Modern Logistics

It mainly includes the key modern logistics industrial chain. There are five functional zones covering 1684 hectares of land, including Dongdu Port Area, Haicang Port Area, Qianchang Logistics Park, Tongan Logistics Park and New Airport Logistics Area.

(2) Software and Information Services

It mainly includes the key industrial chains of software and information services. There are 3 functional zones covering a land of 1140 hectares, namely Software Park Phase I, Software Park Phase II and Expansion Area and Software Park Phase III.

(3) Financial Business 

The financial business sector includes the key industrial chains of financial services and headquarters economy. There are 7 functional zones covering an area of 1480 hectares in total, including Binbei Headquarters Economic Zone, Guanyinshan Business Operation Center, Cross-Strait Financial Center Wutong High-end Business District, Wuyuan Bay Business Operation Center, Maluan Bay Central Business District, North Railway Station Business Center and Xinglin Bay Business Operation Center.

(4) Culture Tourism and MICE

The cultural tourism and MICE sector mainly includes two key industrial chains that are cultural innovation and tourism exhibitions. There are 8 functional zones covering 1666 hectares, including Longshan Cultural and Creative District, Huangcuo Film and Television Town, Jimei Island-Xibin Business Tourism District, Bingzhou Island Area, Convention and Exhibition Center Area, Eastern Sports Exhibition New City, Shapowei Marine Cultural Tourism Area and Dongdu International Cruise Home Port.

(5) Emerging Service Industry 

The emerging service industry mainly focuses on scientific R&D. There are 8 functional areas covering 1388.4 hectares, namely Huli Innovation Park, Eastern Science and Technology Innovation Park, Huli Old Industrial Zone, Maluan Bay Smart Industry Group, Maluan Bay Life and Health Industry Group, Xiang'an Digital Economy Industrial Park, Wuyuan Bay Health Group and Caicuo Airport Service Industrial Area. 

03. Comprehensive Industrial Park

(1) Xiamen Science City (temporary)

The city will provide a platform for new industries and business forms such as technology R&D, technology services and future industries. There are 2 areas covering 3388 hectares in total, namely Meifeng-Xike and Lianhe in the city.

(2) Xiamen Marine High-tech Industrial Park 

The park, with the marine hi-tech industry being the pillar industry, covers 1290 hectares.
